SPECIAL MEETING - POLICE COMMISSION
Tuesday, March 2, 2010 5:00 p.m.
Meeting Room 1


Members Present:  Commissioner's Glen Morron, Tony Camilleri, John
Jones, Rob Parlee, and Don Philips

Others Present:  Selectman Rosemary Coyle, Selectman James Ford,
Selectman Greg  Cordova, Mike Caplet, Dorothy Mrowka
                          

        Commissioner Glenn Morron called the meeting to order at 5:05
p.m.

1. Discussion of 2010/2011 Budget - Commissioner Morron stated the
Commissioners have worked hard on the budget looking to see where they
could trim as much as they could without affecting the police officers
ability to effectively and efficiently patrol the town of Colchester and
allow ten officers to be out patrolling the streets.   Commissioner
Morron turned it over to Commissioner Camilleri who reviewed the
recommendations/changes that the Commissioners have proposed with the
intention to come up with a finalized budget to present to the Board of
Selectman and/or the First Selectman. Commissioner Camilleri stated that
the line item regarding pistol permits was listed as a negative when in
fact the department generates approximately $3,000 in pistol permit fees
in the course of the fiscal year.  Commissioner Camilleri reviewed the
cuts that the Commissioners suggested which include eliminating the
expense for temporary training for Administrative Assistant, reduce
Police Equipment and Supplies, removing the Sergeant Resident Trooper
and retain the Resident Trooper first class.  If this is not accepted a
minimal recommendation to remove the Resident Trooper first class.
Reduce the Resident Trooper overtime, reduce the officer's uniform
cleaning if this will not violate officer's contract and remove the
school resource officer from the schools if necessary and placed back
into the patrol routine.  Discussion continued regarding these
recommendations.  Commissioner Camilleri made a MOTION that will cover
all line items for discussion and motion will be concluded after
discussion.  SECONDED by Commissioner Jones.  All members present voted
in favor.  MOTION CARRIED.


Police Commission Meeting cont'd 03/02/10

Discussion continued regarding the proposed recommendations/changes to
2010/2011 budget.  Line item for uniform cleaning will be left as is and
any extra money will be ear marked for equipment for new cruisers.
Request for one new cruiser will be left in budget.  Recommendation for
removal of Second Trooper and recommendation for additional savings to
reduce Sergeant Resident Trooper to a Trooper First Class will be
proposed.  Reduce Resident Trooper overtime.  Promote one officer first
class to Sergeant and hire one new officer.  Commissioner Camilleri made
a MOTION to accept changes to 2010/2011 budget as discussed and move
forward to make a presentation to the Board of Selectman and Board of
Finance.  SECONDED by Commissioner Morron.  All members present voted in
favor.  MOTION CARRIED.

2. Adjourn - Commissioner Philips MOTIONED to adjourn at 6:15p.m.
SECONDED by Commissioner Jones.  All members present voted in favor.
MOTION CARRIED.
