POLICE COMMISSION MEETING
Monday, October 25, 2010
6:30 P.M. - Meeting Room 1

MEMBERS PRESENT:  Commissioner's Glen Morron, Rob Parlee and Don Philips
OTHERS PRESENT:  First Selectman Gregg Schuster, Board of Selectman
Liaison Stan Soby, Sergeant John Thompson, Civic Students from Bacon
Academy and newspaper reporter
        
   
1. Call to Order - Commissioner Morron called the October 25, 2010
meeting to order at 6:33pm.

2. Additions to Agenda - Approve minutes from October 20, 2010 Police
Commission Special Meeting.

3. Citizen's Comments - None

4. Officers Comments - None

5. Review Correspondence - None

6. Approve minutes of September 27, 2010 Police Commission Meeting,
October 15, 2010 and October 20, 2010 Special Meetings - Commissioner
Parlee MOTIONED to accept September 27, 2010 minutes, October 15, 2010
and  October 20, 2010 special meeting minutes as typed.   Commissioner
Philips ABSTAINED from voting on the September 27, 2010 minutes do to
his absence from meeting.   SECONDED by Commissioner Philips.  All
members present voted in favor, MOTION CARRIED.

7. Budget Review - Commissioner Morron stated that currently, as of this
date, the overtime budget for the officers is well under the projected
monthly expenditures.  First Selectman Schuster also stated that the
Resident Trooper overtime has been minimal.

8.   Appropriation and Transfer - there is one budget transfer that will
be moving forward to the next Board  
      of Selectman meeting.

9.  Resident Trooper Report (Sgt Thompson)
a. Monthly Statistics - Sergeant Thompson reported that DUI numbers are
down and criminal case numbers are up.  Sergeant Thompson proceeded to
read his monthly report (see attachment #1).

10.  Old Business
       a. Update Regarding Status of Cruisers and Equipment - already
covered in the Sergeant's monthly report.
        b. Promotional Testing For Anticipated Sergeant's Position -
Commissioner Morron stated the board of Commission had a question in
regards to the process for the last portion of the Sergeant's test.
They received clarification that they needed from town council and First
Selectman Gregg Schuster.  Commissioner Philips MOTIONED to adopt the
methodology that was put forth in a communication (see attachment #2)
from First Selectman Gregg Schuster on October 19, 2010.  SECONDED by
Commissioner Parlee.  All members present voted in favor, MOTION
CARRIED.
        c. Update on Hiring Process to Fill Officer Vacancies w/
Certified Officer - Commissioner Morron stated that they are still
waiting on medical and SPBI results on the certified officer which has
slowed down the process.  As soon as they receive those results they can
move forward with the process.
        d. Update on vacancy on Police Commission - First Selectman
Gregg Schuster stated that the Board of Selectman is holding a Special
Meeting tomorrow night to interview Police Commission candidates.  
        e. Strategic Plan - Commissioner Philips stated that they are
about 50% of the way through it.  
        f. Rules and Regulations - Commissioner Morron handed out a
draft of the pursuit policy to the other board members for their review.
Commissioner Morron also stated it basically mirrors the State Police
policy since our officer's work in conjunction with the State Police.

11.  New Business - None

12.   Chairman/Commission Member Comments - Commissioner Philips
announced he submitted a letter to the Board of Selectman indicating he
will not be seeking re-appointment to this Commission.  His term will
expire as of November 1, 2010 and this will be his last regular meeting
of the Police Commission.  Commissioner Philips stated it has been an
honor to serve on the board and thanked everyone.  He will look forward
to finding other ways to contribute to this wonderful town.
Commissioner Parlee and Morron thanked Commissioner Philips for his
service, and stated it will not be the same without him.

13.  Adjourn - Commissioner Parlee MOTIONED to adjourn at 6:50 p.m.
SECONDED by  
       Commissioner Philips.  All members present voted in favor.
MOTION CARRIED.
