Colchester Housing Authority Minutes 01/2010

The Colchester Housing Authority met on January 21, 2010 for its regularly scheduled monthly business meeting.  The following members were present:  Robert Gustafson, Executive Director, Janet LaBella, Chairperson, Marion Spaulding, Vice Chairperson and Secretary, Lou DelPivo, Tenant Commissioner and Todd Vachon.  Deb Hartley, Resident Services Coordinator submitted her report in written form.  Rosemary Coyle was not present.  The meeting was called to order at 7:07 PM.
 
The Secretary’s minutes for December were reviewed.  A motion was made by Todd Vachon to accept the minutes, as submitted, motion seconded by Marion Spaulding unanimously accepted.
 
A motion was made by Marion Spaulding to accept the January Financial Report as submitted by the Executive Director; the motion was seconded by Todd Vachon and unanimously accepted.
 
PUBLIC COMMENTS
Coo Coo’s were heard by Ebba Honora Vachon!
 
ADDITIONS TO THE AGENDA - none.
 
COMMUNICATIONS
Rob contacted Eagle Environmental regarding lead testing.  Their quote for lead testing is $3,734.  Rob called another abatement company that was at the NAHRO maintenance expo, he is awaiting a call back from them.
 
Rob has been corresponding with CHA attorney regarding the resident in unit #D-32
 
On January 15, 2010 Rob received a call from Cheryl Good, CHA Asset Manager at CHFA, inviting Rob to join a focus group who is putting together a report to access the sustainability of affordable housing.  While on the call with Cheryl, Rob asked about the escrow funding request for the alarm upgrade.  In addition, Rob notified Cheryl that when Spring arrives there will be some re-roofing and that CHA would like to request escrow funding for that project as well.
 
On January 28, 2010 Rob received an invitation from DECD to attend an informal meeting regarding a weatherization assistance program.
   
REPORT OF EXECUTIVE DIRECTOR
Both villages had their septic pumped on January 19, 2010.  In closing, Rob reported that Kinsley Power Generator serviced the generator at Dublin Village, they will be returning when the weather breaks to replace all the belts, hoses, coolant and run it on a load bank which is estimated to cost $1,450.
 
REPORT OF TENANT COMMISSIONER
Lou reported that things are going smoothly and that the resident in unit #31 had a short stay in the hospital. 
 
UNFINISHED BUSINES
Rob is continuing on the new job description for the current duties of the Tenant Commissioner.  Rob received a quote for new wheels and tires on the truck in the amount of $1,955.80.  Rob reported on the Dublin Village Community Building that needs to have the roof replaced.  He estimated approximately $3,750 in materials, then labor and the cost of dumpsters to remove the debris.  Each of the Annex buildings will be slightly higher as the roofs are larger.  In addition, Rob will price new rain gutters.  In anticipation of replacing the roofs – Rob opened an account at Harvey Industries, they carry the same 30 year shingles that are on the rest of the roofs at CHA for the best price.  Rob also confirmed with our insurance carrier that we are covered to do our own roof replacement. 
 
NEW BUSINESS
Rob will research security cameras for the parking lots at Dublin Village.  Debbie is working on helping folks with new guidelines for Medicare and Part B Assistance to help pay for expenses.
 
Jan LaBella asked for a motion to adjourn the meeting which was seconded by Todd Vachon.  The meeting was adjourned at 7:35 pm.
