Colchester Housing Authority Minutes 12/2009

The Colchester Housing Authority met on December 17, 2009 for its regularly scheduled monthly business meeting.  The following members were present:  Robert Gustafson, Executive Director, Janet LaBella, Chairperson, Marion Spaulding, Vice Chairperson and Secretary, Lou DelPivo, Future Tenant Commissioner and Todd Vachon.  Deb Hartley, Resident Services Coordinator submitted her report in written form.  The meeting was called to order at 7:03 PM.
 
The Secretary’s minutes for November were reviewed.  A motion was made by Todd Vachon to accept the October minutes, as submitted, motion seconded by Marion Spaulding unanimously accepted.
 
A motion was made by Todd Vachon to accept the December Financial Report as submitted by the Executive Director; the motion was seconded by Marion Spaulding and unanimously accepted.
 
PUBLIC COMMENTSno one from the public attended the meeting.
 
ADDITIONS TO THE AGENDA - none.
 
COMMUNICATIONS
On November 24, 2009 Rob received DeMarco Management Corporation; DECD approved Management Plan for Breed’s Tavern effective 1/1/2010.  
On November 24, 2009 Rob received a copy of the Stipulation Judgment with the Stay of Execution on the tenant in Dublin unit #32.
 On November 30, 2009 Rob received his first ever request for repair work electronically. CHA is going green!!!
On December 7, 2009 Rob met with Gregg Schuster, Colchester’s new First Selectman.  Gregg asked for a briefing on what the Housing Authority is about and Board Appointments.  Rob gave Gregg a summary of the operations and asked if CHA could purchase gas from the Town as CHA is a not for profit agency and should not be paying the gas tax.  Gregg responded that he would get back to Rob on that.  On December 8th Rob dropped off copies of the housing manual’s section on the Board Appointments and the responsibilities of each members positions.
On December 16, 2009 rob received an email from CHFA regarding lead paint compliance.  The old section of Dublin Village was built in 1971 and needs to be tested for lead paint.  Ponemah Village and the Dublin Village Annex were built after 1/1/78 and do not require testing.  Rob asked Colchester’s Health Director, Wendy Mis for her recommendations of testing companies.
 
REPORT OF EXECUTIVE DIRECTOR
Rob reported that Ponemah Village unit #7 will be leased at base rent on January 1, 2010.  At Dublin Village the resident in unit #12 will be moving to unit #31 this weekend.  Ponemah Village unit #31 is being emptied, then, next week Rob will get to work on Dublin unit #12 and unit #2.  54 people remain on the waiting list.  Rob gave the go ahead for the alarm company to replace the smoke detectors with heat sensors at Ponemah Village.  There was much discussion regarding the resident in Dublin Village unit #32 and the Stay of Execution regarding her eviction. 
 
REPORT OF TENANT COMMISSIONER
Lou reported that things are going smoothly.
 
UNFINISHED BUSINES
Rob is still searching for a great deal on snow tires.  Rob is continuing on the new job description for the current duties of the Tenant Commissioner.
 
NEW BUSINESS
Rob reported a leak in the roof of Dublin Village Community Room, there needs to be some shingles replaced.  Rob will create a list of items for a quote sheet and a timeline schedule to complete the work for bidding purposes.
 
Jan LaBella asked for a motion to adjourn the meeting which was seconded by Todd Vachon.  The meeting was adjourned at 7:26 pm.
