Colchester Housing Authority Minutes 10/2009

The Colchester Housing Authority met on October 15, 2009 for its regularly scheduled monthly business meeting.  The following members were present:  Robert Gustafson, Executive Director, Janet LaBella, Chairperson, Marion Spaulding, Vice Chairperson and Secretary, Mary Tomasi, Treasurer, Gerri DeSanto, Tenant Commissioner, Todd Vachon.  John Malsbenden, Selectman and Liaison for the Town of Colchester had a conflict and was not able to attend.  Deb Hartley, Resident Services Coordinator submitted her report in written form.  The meeting was called to order at 7:07 PM.
 
The Secretary’s minutes for August were reviewed.  A motion was made by Mary Tomasi to accept the August minutes, as submitted, motion seconded by Gerri DeSanto unanimously accepted.
 
The Secretary’s minutes for September were reviewed.  A motion was made by Mary Tomasi to accept the September minutes, as submitted, motion seconded by Gerri DeSanto and unanimously accepted.
 
A motion was made by Todd Vachon to accept the August Financial Report as submitted by the Executive Director; the motion was seconded by Mary Tomasi and unanimously accepted.

PUBLIC COMMENTSno one from the public attended the meeting.
 
ADDITIONS TO THE AGENDA - none.
 
COMMUNICATIONS
*      On September 24, 2009 Rob received an email that there will be further cuts to RAP and RSC.  Rob promptly called and voiced his concerns and was instructed to send an email regarding his concerns.
*      On September 28, 2009 Rob received an email stating that the DECD was working to resolve the issues.  Rob was contacted on October 9, 20009 via email notifying him that RAP would be fully funded and that RSC was cut 20% of last year making the short fall $3,320. 
*    On October 9, 2009 Rob requested the first RAP payment of $49,992 and on October 19, 2009 the first RSC payment of $6,651.







 
REPORT OF EXECUTIVE DIRECTOR
Rob gave an update on the issues with the resident, and her daughter, in Unit #D-32.  The notice to quit was delivered by the Marshal on September 23, 2009 and if the CHA attorney hasn’t received notification by October 13, 2009 then he will petition for a Judgment.  Rob sent all financial and demographic reports to the DECD and CHFA.  Rob sent a letter of support to the Director of the proposed AHEPA Senior Housing in Colchester.  All units remain fully occupied, the waiting list remains at 53.  Ponemah annual fire alarm testing was completed on October 13, 2009.  The Fire Marshals annual inspection of both Villages was completed on October 15, 2009. 
 
REPORT OF TENANT COMMISSIONER
Gerri submitted a written report: one Dublin Village resident is in the hospital, one Ponemah resident passed away, one Ponemah Village resident is home from the hospital and there is a new resident at Ponemah Village.
 
UNFINISHED BUSINES
Rob has prepared the driveways of both Villages for crack sealing and detention basin at Dublin Village for the Colchester Highway Dept to repair.
 
NEW BUSINESS
Rob has received a quote of approximately $3,000 to replace the smoke detectors at Ponemah Village.  In addition, the truck needs new tires for the winter season.  Rob was instructed to proceed with both of the repairs. 
 
Mary Tomasi made a motion to adjourn the meeting which was seconded by Todd Vachon.  The meeting was adjourned at 7:37 pm.
