COLCHESTER HAYWARD FIRE DEPARTMENT
MONTHLY OFFICERS MEETING
December 5, 2011
1900 hours


MEMBERS PRESENT:  Chief Cox, DC Don Lee, 1AC Ken McKenna, 2AC Royce Knowles, Capt. Marty Gordon, Lt Dave Barnes, Capt Trevor Reid, Capt Dan Rowland; Eng Babineau, Eng. R. Stepp, Lt. Steve Morris,


Called to order:  1900 hours

Approval of minutes:  The November Officer meeting minutes were read.   Motion to approve made by:        1st AC McKenna, seconded by 2nd AC Knowles.

Citizens Comments:      none

Budget Issues: looking to replace auto bp devices for ambulances– needs a budget transfer w/ documentation to report to BOS, BOF, due to age and inaccurate readings, etc.

Career Staff / Personnel: Lillian from VFW was looking for information on families w/ husband over seas and families here, needing help.
Finance is looking for members to sign up w/ direct deposit.  Town is going to 100 direct deposits shortly.
Don Lee – returned safely from vacation - surgery went well.
Mason Ford – stepped down – life time member
Jackie Rowell- submitted sick leave – granted
Tony Skut helped w/ a Coventry fire / situation – acknowledge his efforts
Dan Fitzgerald home for holidays
Gil Olsen – requested app for Firefighter 1 – Eastern Ct Fire School
East Haddam Chief’s letter re: mutual aid for missing person – expresses gratitude
Monthly measurable – now to include 3rd tone – paid staff
Transferring land line (3332/1881) to VOIP line – fax line out since Thurs. – times can be taken from pagers
Nerve agent kits removed from all vehicles (state no longer backing)
Training - recruitment / retention checks issued (61) - $5000

Training: AC McKenna: winding down – 195 EMS, 320 fire, 25 fire police,    hazmat, (live training may go toward hours w/ approval of OIC)
- Looking to make things easier for members - will roll smart triage into regular training.  Next yr Captains are working on plan to standardize training scheduling.  Re cert is completed. 2 bridge people completed 
Once every 4 yrs mock car crash – 2/7/12 meeting – 5/24/12 actual date (will count as training hours)

EMS – in contact /w Fred Potter – getting all engines re-classed as first responders – paperwork coming. Should cadets be restricted to NOT respond to R1 medical calls? State says they cannot go to any medical calls.
Iamresponding – not really using to full capability. Now – at beginning of shift – crew must sign in – should have EMS training to go over this requirement.
Protocol being emphasized:  Medical person is in house must take ambulance or other vehicle. R1

During special events – medical attention is still required to citizens of Colchester. If committed to Christmas trees or drills members shouldn’t sign in for calls and not respond (going 3 tones w/ qualified people on hand). EMT refreshers may be denied if member is lacking in shift points – should not get paid for dept budget. Cross-trained members already making significant commitment. An EMS requirement is 1/3 of cross trained. 56 EMT’s, 36 available slots per week.  Not just un-crewed days short of shifts.  Emails sent to all members that have not responded.

Captains:
Rescue – Capt. Gordon –cold water drill scheduled for next week
Fire Police – Capt. Jones – nothing to report.  State police / Colchester Police doing fundraiser 12/10/11 –
Safety – Capt. Rowland –.. Accountability clipboards mounted on each vehicle w/ stanchions, to clip on location they are in building.  In ET1, ET2, ET4,
ET 1 – light tower cord in. Service 128 at Detroit Allison, Service 328 – out, A 628 bay  door clutch slipping
Fire Company 1 – Capt.  P. Giudice: Capt Morris reported NOTHING

MEETING WAS INTERRUPTED BY EMERGENCY CALL RESPONSE at 1940 hrs.
MVA rollover Route 11 northbound.


MEETING WAS BROUGHT BACK INTO SESSION at 2050 hrs.


Chief Officers
2nd AC Knowles – discussion on response, R2 schedule, tax abatement report approved, fuel comp report complete, Knox box installation, and Cadet EMS SOP

1st AC McKenna – Santa-on-Green went well

DC Lee – on sick leave – no report

Chief –thank membership for this past year participation and wish for happy & safe holidays.

President Martin:  - not present after meeting resumed.
