MONTHLY OFFICER’S MEETING

MEMBERS PRESENT: Chief Cox,  DC William Standish, 1AC Don Lee, Capt Papp, Capt. Giudice, Capt Evans,  Capt R. Knowles, Capt Dan Rowland, Lt Dave Barnes, Lt Steve Morris, , Capt. Jones, Pres.Dave Martin, Eng Babineau
 
Chief Cox called the meeting to order @ 19:03hrs, recognize Rosemary Coyle,  BOS liaison, Cathy Pompei, BOF liaison
 
Approval of Minutes:  May 10, 2010:   Motion to accept:1AC Lee , seconded by DC Standish.
 
Transfer for Schuster Park training modules did go thru, the TF 57 regional grant for driving simulator training trailer was submitted.   FY2011 Town and BOE budget passed.
 
Citizen’s Comments:  none
 
Budget Issues :  last month of fiscal yr 2010, pretty much expended. 9 sets of gear jumpsuits ordered by EMS; ET-328 out of service – Cromwell Ct -Detroit Allison and First Line. 46390 will be in red - due to age of vehicles: mostly leaf springs issues. Salt/corrossion is mostly to blame.  J.Walsh suggested CHFD should freeze current spending where applicable. .   FY 2011 begins 7/1/10
 
Capitol improvements done by tier of importance town wide. This dept will prioritize to submit for town consideration, and funding. Has ambulance revenue ever been discussed to be used to offset costs? Answer is YES!  C.Pompei explained other dept revenues have not gone into operating budgets, used to offset operating costs. S.Brown suggested BOF liaison C.Pompei join a company meeting . Pres. Martin stated open invitation. Chief suggested it could be 10% - 20% to be set aside. C Pompei described that future CIP is being funded as CASH only purchases, no more bonding.
 
Career Staff/Personnel:
W. Standish – point denial : spoke w/ individuals, they were not available,  but they were in building.
 
Training:. McKenna absent.  Confined space course has 12 people, per R.Knowles.
Posted for month of June. S. Brown only had 2 participants for driving course last time. Participation can yield a savings due to the Naional Safety Council course.
J.Jones – CIRMA course yielded a $45 discount off car insurance.
Congrats to all attendees to EMS refresher class.  100 % passed.  6/06 Yantic FD water supply training drill worked. (Scotland Road)
 
EMS:   Contacted Gary Allen for an EMS / Hazmat drill.   Communication –  responding crew must contact KX regarding responding. and overnight ambulance crew and staffing (includes booking off)– communication must be better.
Company minutes not being posted on the network. Meeting w/ Shared Response must be scheduled.
New Ambulance-Rescue 528 is now1st due.  Only 1 driver has not been certified.
 
Captain’s Reports: 
Fire 1 –  Capt Papp – grounds work-thanks to: Barnes, Shorts & , Albert & Pierce for their sign work. Thanks for all the help : every piece of apparatus washed / waxed for parade.  Speedometer on Ladder 128 & Service still not working.  Could be serious issue.  Capt Rowland reported town garage/fleet maintenance  is “working  on them”.  Officially diagnosed 2 months ago.   1AC Lee asked that the garage provide us w/ a list of prioritization of our equipment repairs.     R. Coyle suggested that the Chief have a conversation w/ Gregg Schuster to assist w/ this.  Will do this regarding emergency vehicles.   Squad 128 sensor on turbo being replaced.  HT & Ladder has new back up cameras. New ambulance had power issue / antennae on order.  Manufacturer TENEX – decreased frequency,  switching to Larson.  33.Mhz(82 side not working). New IH/Horton ambulance went to Nutmeg-in service – airbags adjusted, and decibal level decreased RPM idle, and brake fixed, steering issue adjusted.
Company 2 – Capt Guidice : Service 2 pump still an issue. (push rod).
Rescue : Cptn Knowles – new generator in       ,    air pack (a-rape) cannot be replaced due to age.  Confined space limitations. Need 5 : $8500,   Viking connection-$280 ea x 4 will order tubes.  Manifold off RIT can be used in mean time.
A.Barnes sponsored swim class w/ rescue tube – one for squad, one for service 2.   Green sheets not being filled out.   Kids have been coming to classes – finds it disruptive – out on apparatus floor, running in hall. Children must be monitored – RULE.  Will remind at monthly meeting.  At Fire School this week – rating smoke signals.
Fire Police Capt. Jones –  service 328 – thanks to staff for interior work, and the members for the painting, cleaning, etc.   Set up fast track qualification – 4-5 people ok.  Area officers meeting in Lebanon – Rt 2 – they liked our work in Bozrah w/ the new bus.  Really helped.   Chiefs were going to issue directive,
Fire police went to Voluntown for fallen serviceman. 
New London PD instructed a down size of September State FF parade, may cut ½ fire police,  # of apparatus. (convention)

Safety – D. Rowland -   meeting w/ Dr. Laporte’s office 6/8/10  Tiered system should start 7/1/10. Trial to ensure each person getting physical will get same thing.   5/17 safety meeting:  vests, near missing, apparatus backing – should have one member perform this function all times (weather taken into consideration)                                                     
Chief Officer’s Reports
DC Standish- NFIRS – thanking Annette DiBuono for pitching in.  KX regional grant for upgrade of dispatch system.  Cost share among  all KX depts.
KX alarm to be watched till Dec. 2010 .
1 AC  Lee –   all 3 training modules delivered to Schuster Park, donation of bulldozer (from Tony Skut) for site – prep. Grader had mechanical defect (town equipment)  . Boring for sonitubes being donated by another member,  sonitubes MAY be donated  by Duraflex (Nick Wall) – donated 7 industrial windows / frames, and 6 doors (steel w/ frames)  4’ industrial blast doors. Work party set for Saturday 6/12/10 9:00 a.m. – brush clearing, lunch to be provided.   Town asked for our millings for a road project, so they moved a pile of dirt we had in exchange. (water dept).     
New fire truck coming along : email flurry the body has met the chassis, no pictures available. On target – original delivery date was August.  Chiefs show in 2 weeks.    (coincidence???)
Company 2 well repair – may be happening this week. Sonitube in – cleaned infiltration of roots, water dept to help pour concrete this week. Should pass any inspections. Had to apply to the DPH to be taken off public water status list because we are a non-transient community usage.
As of 5/1/10 Waterford no longer providing water rescue (trench or confined space), as well as Montville. If any incident occurs we must contact  USAR team in Wallingford, Dept of Homeland Security.  Drill available w/ use of Windsor team (Cptn Guidice / Knowles to coordinate).
Task force 57 roll rescue , not engine (not a mutual aid to Glastonbury): Colchester, Glastonbury, Marlborough, Manchester Fire, Manchester 8th district,  S.Windsor,
2nd AC McKenna –  absent
 
Capt Papp - ?? alpha pages only?  - not a policy- voice pagers still in use.
Chief :  this dept will be participating w/ Salamander regional ID cards, w/ qualifications, basic medical info – blood type, emergency contacts, etc. This info will be shared nationally – if have CT drivers license – it can be swiped for replacement. Pictures to be taken, not to circumvent our Dept ID cards
May : touch a truck, area officers meeting, parades, Bozrah, Salem, Colchester grave sites-thanks to all/very busy month. ,
In March – 96 Pleasant St. report of brush fire-which caused property damage – recently repaired w/ help of Park & Rec dept 6/04.
Some complaints about drivers using cell phone / texting while driving for unnecessary reasons.  Chief warned against this.
Old Fire house sign:  100 S.Main – historical society : Mr. Liverant – vintage sign cost about $1500 – looking for a 50% cost share from fire company.
State Fire Fighters convention – heavy participation – gator, EMS crews, fire police, new ET, new ambulance – looking for trophy winners.  (?? Sail fest – no notice yet re: request for participation)
Presidents Report:    Red Cross blood drive – successful – had 13 walk-ins from members,
Had a service for past company member : Rich Terrio – was nicely attended.  Memorial Day parade had great participation.  Cudos to cadets, and A Pierce, S Shorts, etc for all their help.
 
Morris – w/ squad 1 being out of service – would rescue 1 be an option?  YES. Listed as R1 responder.
