MINUTES
Members Present: Thomas Tyler, Anthony Tarnowski, Joseph DeLucia, Joseph Ruiz, Paul Picard, Pam Scheibelein, Irene Malsbenden
Members Absent:   None
Others Present: Director of Facilities Greg Plunkett, Senior Center Director Patti White, Board of Selectman Liaison, Rosemary Coyle, Tecton Architect associate Marco Tommasini, Board of Education Liaison Brad Bernier, Superintendent Karen Loiselle Goodwin, Commission on Aging Liaison Goldie Liverant, Bacon Academy Civic Students, Patina Killiany
     
1. Call to order:  Chairman Tyler called the meeting to order at 7:04 p.m.
2. Additions to Agenda: None
3. Citizens Comments:  None
 4.   Approval of Minutes
* February 23, 2012:  P. Picard motioned to approve the minutes of the February 23, 2012, seconded by P. Scheibelein.  Vote was unanimous.   MOTION CARRIED.
5.   Update on contract with Tecton:  G. Plunkett reported that the Town’s attorney and Tecton’s attorney have been reviewing the contract.  It is anticipated that the contract will go to the Board of Selectmen on March 15, 2012 for approval.
6. Middle School Ed Specs: G. Plunkett distributed a draft of the WJJMS Education Specs for members to review. Superintendent Loiselle Goodwin will get members copies of the 20 year student enrollment projection that was recently completed.  Board of Education will need to approve the final Middle School Ed Spec.
Based on need for completion and approval of Ed Specs and the delay in signing the contract with the architect any adjustments needed to the timeline were weighed.  Tecton currently believes they can still make the needed dates to stay on the desired schedule.  Some members voiced a concern that rushing the process could be detrimental to passing referendum.  
Superintendent Loiselle Goodwin will work with First Selectman Schuster, Mr. Plunkett, and other necessary people to put together a timeline for items that will need to be approved by the Town and by Board of Education.
Chairman Tyler requested Principal Bennett come to the next meeting.
7. Discussion of Committee Communication Plan:   Chairman Tyler has written an article to go out in the First Selectman’s Weekly Update, and hard copies placed around town, giving an overview and the status of the Committee.  Groups that Tecton need to talk to and possible focus groups were determined.  A Communication Plan Outline draft, with the purpose to assist the Building Committee in developing an effective action plan for proactively communicating to Colchester citizens, as created by Chairman Tyler, was discussed. 
8.  Citizens Comments:   Petina Killiany commended Committee on job they did choosing an architect.   Goldie Liverant said the Commission on Aging took a tour of WJJMS last month and AARP will be doing so this month.
9.  Adjournment: P. Picard motioned to adjourn, seconded by J. Ruiz.  Vote was unanimous.  MOTION CARRIED.  Chairman Tyler adjourned the meeting at 8:53 p.m.
