Present for the Board of Appeals and attending the meeting were:  Bill Rossi, Chair, Peter Knight, Chris Murphy, Frank LoRusso, Wendy Weldon, Barbara Armstrong, Rodney Bunker and Christina Soulagnet.  Also present:  Marcia Cini, Thomas C. Pierce, Lenny Jason Jr., Dennis Jason, Michael Jackson, Alice Early, Larry Heplin, Chris MacLeod, Hope T. MacLeod, Frank Yeomans, and Janice Christensen.

Mr. Rossi opened the meeting at 7:00 PM.

MINUTES:  The March 13, 2007 minutes were reviewed.  A motion to approve the minutes as presented was made, seconded and unanimously approved.

DENNIS JASON:  Special Permit for House; Map 20 Lot 98.1:  Mr. Rossi recused himself due to a conflict of interest as an abutting neighbor.  Alternate Ms. Weldon was appointed as a voting member.  Mr. Lenny Jason presented previously approved plans with revisions.  After brief discussion, the Board agreed the revisions met all regulations.  A motion to approve revised plans as shown was made, seconded and unanimously approved.

TOM PIERCE FOR RICHARD LOCHRIDGE; 7:10 PM:  Article 6 section 6.6; 2 Stone Ridge; Map 25 Lots 130, 131:  Mr. Rossi opened the continued public hearing at 7:10 PM.  Mr. LoRusso recused himself as an abutter.  Alternate Ms. Armstrong was appointed as a voting member for this hearing.  The Applicant is requesting a special permit for a shed and generator that was built less than the required setback distance from the lot line without a permit.  Mr. Rossi reviewed and confirmed receipt of the consent letters from all abutters within 100 feet of the structure.  Mr. LoRusso requested the letter from Marianne Kraus be read aloud.  Mr Rossi granted the request and read the letter.  After brief discussion, a motion to approve the plan as presented was made, seconded and unanimously approved.  Ms. Soulagnet provided the Applicant with a ZBA Approval Timeline and Procedures information sheet.  

7:15 PM  Ms. Armstrong excused herself for the remainder of the meeting due to illness.

MIKE JACKSON FOR JOHN ZEISEL - VZ REALTY TRUST 7:25 PM: Article 8 section 8.3; 146 Quansoo Road; Map 22 Lot 11:  Mr. Rossi opened the public hearing at 7:25 PM.  The Applicant would like to expand a pre-existing, detached 2-bedroom studio/guesthouse by raising the roof height to 18 feet above grade.  A 10' x 20' attached storage shed/garage will be included.  Mr. Jackson commented that he met with the Zoning Board, Site Review Committee and had conversations with Mr. Jason, Building Inspector.  Mr. Jackson has decided to remove the kitchen area in the pre-existing detached 2-bedroom studio/guesthouse.  This pre-existing structure meets all Zoning Board Regulations, all setback guidelines and height restrictions.  Mr. Jackson stated he is respectively requesting to withdraw his application.  Mr. Rossi suggested his request be in writing.  Mr. Jackson constructed a hand written letter of request and submitted it to Mr. Rossi.  Mr. Rossi noted Request for Withdrawal.  A motion to accept the request to withdraw the application was made, seconded and unanimously approved.

CHRIS MACLEOD & HOPE MURPHY-MACLEOD 7:40 PM:  Article 6 Section 6.6; 88A Murphy Road; Map 6 Lot 4.2 (6B):  Mr. Rossi opened the public hearing at 7:40 PM.  Mr. Murphy recused himself as a relative.  Ms. Weldon was appointed as a voting member for this hearing.  Mr. Rossi reviewed the Applicant's plan to build a 16' x 24' woodshop/shed with a roof

height of approximately 19 feet above grade.  The structure will be located about 12 feet from the lot line, which is less than the minimum required setback distance.  Mr. Rossi read aloud the consent letter from an abutter, Laura Murphy, which listed conditions.  A motion was made to approve plans as presented with the following three conditions:  1.  The structure is non-habitable, 2.  The structure have no running water ever, and 3.  The structure will not be closer than 10 feet from Laura Murphy's property.  The motion was seconded and unanimously approved.  Ms. Soulagnet provided the applicant with a ZBA Approval Timeline and Procedures information sheet.


CARLY LOOK FOR ROGER CRAVER AND JANET CHRISTENSEN 7:55 PM:  Article 4 Section 4.2A3; 3 Ben's Way; Map 13 Lot 9.6:  Mr. Rossi opened the public hearing at 7:55 PM.  Ms. Weldon recused herself due to a conflict of interest; she has a business relationship with the owners.  No alternate appointment is required.  Ms. Look has submitted a request in writing for a continuance to May 8, 2007 @ 7:10 PM to allow more time to work with the North Tabor Farm Design Review Committee.  Ms. Look was present and confirmed the request.  Mr. Rossi made a motion to continue the hearing to May 8, 2007 @ 7:10 PM.  The motion was seconded and unanimously approved.

With no further business to discuss, the meeting adjourned @ 8:05 PM.
