November 7, 2018 Meeting Minutes

The meeting was called to order by Committee Chair Warren Doty at 12:01 p.m.

In attendance

Committee Chair Warren Doty, Committee Member Jim Newman, Committee Member Cynthia Mitchell, Chief Retmier, Chief Bellain, Admin Assistant Allison Graczykowski

  • Approval of Meeting Minutes
Committee Member Jim Newman motioned to approve the September 5th, 2018 meeting minutes as written. Committee member Cynthia Mitchell seconded the motion. The motion passed unanimously.

  • Old Business
Committee Chair Warren Doty updated the committee on the efforts taken by the Chilmark Board of Selectmen to purchase a 5.5-acre property centrally located in Chilmark at Beetlebung Corner. Committee Chair Warren Doty explained that the Board of Selectmen acted immediately in an effort to acquire the land, and that it is important that TTA staff understand that the land was pursued aggressively, however their bid to purchase the land was denied by the property owner.

  • New Business
Chief Estrella submitted a letter for the record as he was unable to attend today’s meeting.

Upon completion of discussing the content of the letter the Committee would like Chief Retmier to come up with a plan to shorten response time to Aquinnah and come back to the Committee with his proposal.

  • TTA Chief report
  • Three Month Review
Chief Retmier shared that from August 7th thru November 7th, Tri-Town Ambulance had a total of 114 incidents. Last year for this same period, Tri-Town had 125 incidents.

The year to date total thus far for 2018 is 335. The year to date total for the same time period in 2017 was 378.

  • Fiscal year 2020 Budget
Chief Retmier walked the committee through the proposed budget for the next fiscal year. The wage adjustment may be higher dependent on cola.
        We are projecting less in receipts than in the prior year due to lower volume,  resulting in larger budget to each of the three towns.



  • Comstar Update
Administrative Assistant Allison Graczykowski shared that collections continue to go well.

  • Insurance Review
Administrative Assistant Allison Graczykowski shared information researched in regards to health insurance. An analysis was done of potential savings should Chilmark like to consider GIC health plan options, vs CCMG health plan options that could result in a possible savings to Town of Chilmark, including TTA of $168,000.00. The breakout for TTA is approximately $35,000.00.



  • Next Meeting Date
The next meeting will be held on Tuesday, December 4th 2018 at 12:00 pm at the West Tisbury Fire Station on State Road, West Tisbury.


  • Adjournment
Committee member Cynthia Mitchell   motioned to adjourn the meeting at 1:02 pm and Committee member Jim Newman seconded the motion. The motion passed unanimously.
