Chilmark Board of Selectmen October 3, 2017 Meeting Minutes
Present: Chairman Bill Rossi, Jim Malkin and Warren Doty, Tim Carroll, Isaiah Scheffer,
Police Chief Jonathan Klarèn, Rich Saltzberg and MVTV videographer.
At 5:00 PM Chairman Rossi called meeting to order in the Selectmen’s Meeting Room.
Minutes: Draft minutes from the Selectmen’s meetings on September12th & September 26th were tabled to their next meeting. (Assistant on vacation)
Shellfish Advisory Committee:
Chairman Rossi said we have a written request from Scott Larsen asking to be appointed to the Shellfish Advisory Committee. Mr. Doty recommended that Selectmen appoint Mr. Larsen as a alternate so when they are short a member he can vote. Mr. Malkin said we have added more members to the Harbor Advisory Board we can add more positions to the Shellfish Advisory Board too. Mr. Doty then moved to appoint Scott Larsen as a member of the Shellfish Advisory Committee making the board a 6 member board. Mr. Malkin seconded the motion.

Recommendation from Shellfish Advisory Committee - Commercial & Recreational:
Shellfish Constable Isaiah Scheffer said the recommendations before the Selectmen tonight were all voted unanimously by the committee they are as follows;
Recommendation for the Commercial Scallop Season are:
- Commercial fishing days are Monday thru Friday 7:00 AM - 4:00 PM
- Check in at Menemsha or Quitsa Bridge no later than 4:10 PM
- Commercial Limit- 2 struck bushels per day (shrimp basket or rectangular boxes)
- Commercial Scallop season begins in Menemsha Pond December 1, 2017
- Commercial Scallop season begins in Nashaquitsa & Stonewall Ponds November 20, 2017 (some sections of Quitsa will remain closed for eelgrass restoration project).
Recreational Scallop season begins October 1, 2017 but only dip netting in Quitsa all other areas are open to dragging. Limit ½ bushel per week
Recommendation for Commercial Oyster Season in Tisbury Great Pond are:
- Start date November 1, 2017
- Limit 800 count limit per day
- Only alloud to harvest 3 of the fishing days in a given week
- Allowable days are Monday thru Friday 7:00 AM -4:00 PM
- Communication of what days you will harvest is responsibility of the permit holder acceptable communication is text message or phone call.
Recreational Oyster season to start November 1, 2017 limit ½ bushel per week.
Mr. Doty moved to approve the commercial and recreational recommendations as presented.
Mr. Malkin seconded the motion SO VOTED: 3 Ayes
Mr. Doty said our Shellfish Constable is now taking water samples using a borrowed skiff and the motor we bought but having a town owned skiff to do this new job is recommended. Mr. Doty said this is not a great expense to the town and recommended putting a warrant on the Special Town Meeting to purchase a small skiff to aid in the water sampling.
Squibnocket Beach - new parking lot Central Register & CoMMbuys:
Mr. Carroll said the project has been submitted to Central Register & Commbuys along with advertisement in local paper. The request is for bids: to construct a new beach parking lot, removal of existing stone revetment, parking lot & paved road, and then restore beach with sand and vegetation. Plans will be available at town hall October 6, 20217 with deadline of November 8, 2017 at 4:00 PM. Mr. Carroll reminded Selectmen that there will need to be a Selectmen’s meeting on the 14th of November concerning the Squibnocket project.
Human Resource Board recommend personal contracts for Executive Secretary & Police Chief:
Chairman Rossi said the Chief of Police already has an employee contract. Mr. Malkin asked to speak to this topic. Mr. Malkin attended the HRB meeting that this was discussed he has copies of contracts for reference and guidelines for negotiations that should be used at their (Selectmen) executive session at the next meeting scheduled for October 17, 2017.
Human Resources Board recommended grade changes to the following positions to bring the positions near the mean of other island towns. The positions are:
Tax Collector, Town Accountant, Assessor, Town Clerk, and Police Sergeant; grade 11
Superintendent of Streets; grade 10. Shellfish Constable: grade 9. BOS assistant / receptionist; grade 8. Mr. Doty said town meeting will not approve the grades but a sum of money to cover the salaries, Mr. Malkin supported this.
Harbor Review of Cole Powers Report:
Mr. Malkin said the Harbor Advisory Committee met last Friday and will meet again next Friday to continue to review and make recommendations for Special Town Meeting warrant articles along with recommendations for capital plans and management.
Harbor items are: pilings, plumbing, the floating dock, electrical, dredging, kayaks at town landing, boat pumpouts, commercial dock reconfiguration, West Dock junction issue with fill not staying, fire suppression and staffing at the harbor.
Concerning Cole Powers specifically Mr. Malkin said he spoke with him today in a conference call and we asked him to take the recommendations and put together a work plan and a cost of these so we can bring them to town meeting.
Beach Sticker Office -Report:
Selectmen’s Office received a typed report for the 2017 beach sticker sales from June Manning.
Chairman Rossi said it’s great to have someone enthusiastic about work and having the report is helpful to see how the system is working.
USPS option 5 year lease extension:
Mr. Carroll said this is to show that they intend to stay for another 5 years.
Lucy Vincent Beach Insurance:
Mr. Carroll said this is usually renewed in September and the correction was made to the cost.
Hunting Permit request - J. Rogers:
Mr. Carroll said the Selectmen’s office has received an application from Joe Rogers to hunt the Town Forest for Archery season and Primitive arms. Mr. Doty moved to approve this application. Mr. Malkin seconded the motion. SO VOTED: 3 Ayes
Deer Season Extension request - Public Listening Session with Mass Wild Life & Fisheries:
Mr. Carroll asked if the Selectmen would support moving forward with the process. Selectmen unanimously supported a public listening session and being part of it.
Special Town Meeting (STM)-wording for Squibnocket access:
Mr. Malkin asked if we had received the final wording from Town Cousel for the Squibnocket Access warrant article for STM. Mr. Carroll said Ron Rappaport has something and will be there (at STM) to explain warrant and answer questions.
Menemsha Traffic Consultant - Bill Brewster recommendations:
Mr. Doty said he was very impressed with the information compiled and recommendation supplied by traffic consultant Bill Brewster. Mr. Doty said he hopes to get a recommendation from the Chilmark Planning Board Sub Committee that narrows down the recommendations and limits the recommendation to the town to 5 specific things. Mr. Malkin said that is what the Planning Board Sub Committee is working on and will have that to the Selectmen for our approval.
At 5:32 PM with no further items for discussion Mr. Malkin moved to adjourn. Mr. Doty seconded the motion. SO VOTED: 3 Ayes
