Selectmen's Meeting Minutes 09/20/16
Chilmark Board of Selectmen     September 20, 2016    Meeting Minutes

Present:
Bill Rossi, Jim Malkin Chairman Doty was not present. Tim Carroll, Tri Town Ambulance Chief Ben Retmier, Deputy Ambulance Chief Matt Montanile, Paramedic Traci Cooney, Police Chief Brian Cioffi, Edie Prescott and videographer from MVTV.

Minutes:
Draft minutes from Selectmen’s September 6, 2016 meeting were reviewed, corrections were made. Mr. Malkin moved to approve minutes as amended, Mr. Rossi seconded the motion.
SO VOTED: 2 Ayes, 1 Not Present

Beach Sticker Report:
Selectmen reviewed the end of season report from June Manning and confirmed that the beach pass sales increased from last year.

Tri Town Ambulance:
Chief Ben Retmier presented a request to appoint Matt Montanile as permanent employee as he has completed the six month initial evaluation period. Chief Retmier said the Tri Town Ambulance Committee recommends Mr. Montanile as well. Chief Retmier also requested to appoint Traci Cooney as a permanent employee as she has completed the six month initial evaluation period. Police Chief Cioffi endorsed both Tri Town employees.

Mr. Malkin moved to appoint both Mr. Montanile and Mrs. Cooney as permanent employees. Mr. Rossi seconded the motion SO VOTED; 2 Ayes, 1 Not Present

Hunting:
Katahin Fitzgerald has submitted a written request to hunt Town owned property at Fulling Mill Brook, Englander and Town Forest. Chief Cioffi said he did not know this applicant and has not received any complaints. Mr. Malkin moved to approve with strict conformation to our hunting regulations. Mr. Rossi seconded the motion. SO VOTED; 2 Ayes, 1 Not Present

Chronicle / WCVB Main Streets & Back Roads:
Representatives from Chronicle have contacted the Selectmen’s Office requesting permission to film their news story “Main Streets and Back Roads” in Chilmark during their trip to Martha’s Vineyard October 3, 2016-October 7, 2016. Mr. Rossi moved to approve this request with the condition that there is no disruption to the regular flow of traffic and commerce. Mr. Malkin seconded the motion. SO VOTED; 2 Ayes, 1 Not Present

School Zone Radar Sign:
Mr. Carroll presented the Selectmen the data for a radar school zone sign replacing the storm damaged sign (completely broken by weather event). Mr. Rossi said the radar in the school zone is very effective in other towns. Chief Cioffi endorsed purchasing the radar for the school zone.
Chief Cioffi said he would like to see more in town.  
Mr. Malkin moved to approve purchasing the proposed radar sign for school zone. Mr. Rossi seconded the motion. SO VOTED; 2 Ayes, 1 Not Present

MIIA HR Support Change to Enquiron:
Mr. Carroll said that this change will not affect our use but wanted to let Selectmen review the change.

Town Center Pathways:
Mr. Malkin asked Police Chief Cioffi to take a look at the recommendations that the pathways group has prepared prior to taking the plan to the Planning Board. Chief Cioffi said he would.
Mr. Rossi said he is looking forward to seeing the final proposal.

Emergency Management -MEMA EMP Grant:
Mr. Carroll said each year we work to secure a grant for Emergency Management. This year the amount possible to Chilmark is estimated to be $2,400.00. Mr. Carroll gave a report of what the grant has purchased for the town over the years. Mr. Carroll asked if there were any recommendations from the Selectmen for this year. Mr. Malkin asked for information about the antenna proposal for Peaked Hill. Mr. Carroll gave an update. Mr. Carroll said another recommendation is to upgrade the siren at Town Hall.

Chief Cioffi said for public safety we are overhauling the radio systems across the Island and will seek grant funding for this. Chief Cioffi said that he has submitted a warrant article for part of this project.

SouthEast Homeland Security Regional Advisory Council Cache:
Mr. Carroll asked for the Selectmen to approve participation in joining the advisory council to utilize supplies. Mr. Malkin moved to approve joining the advisory council. Mr. Rossi seconded the motion. SO VOTED; 2 Ayes, 1 Not Present

Election Officers Appointments & Early Voting Schedule:
Town Clerk submitted a recommendation for Selectmen to approve appointing the following Chilmark residents as Election Officers:
Michele Leonardi, Jane Greene, Joan Jenkinson, Holly T. Norton, Deborah K. Silliman Wass, and Ann Wallace.

Mr. Malkin moved to approve appointments as recommended by the Town Clerk. Mr. Rossi seconded the motion. SO VOTED; 2 Ayes, 1 Not Present

The early voting schedule is to have the office open Monday -Friday starting October 24, 2016 from 8:00 AM to Noon.

Town Hall Siren:
Mr. Carroll said Chilmark residents have been reporting that the noon test siren is too loud.
Mr. Carroll said the siren could be changed to the Westminster Chimes. The discussion was to try the Big Ben tones for a time. Selectmen approved this as a trial.



Beach Sand Retention:
Mr. Carroll said he is working on a plan for the Menemsha Beach area to keep the sand from the parking lot during the off season. Mr. Rossi said as long as Conservation has no problems with this plan he is in favor.

Mr. Malkin said at 2 different meetings this week (Up Island Regional School District & Health Aging Task Force) there was discussion relating to all-island Finance Committee Meetings. It was said that Chilmark has not been represented at these meetings. Mr. Malkin said he was unaware of these meetings we are not receiving notice of them. Mr. Carroll said that the notice was not being sent to Town Halls for posting but individual members were being notified through emails. Tim Carroll will check with Chairman Carroll of the FinCom to see if he has been receiving these email notifications.

At 5:34 PM with no other items for discussion Mr. Rossi moved to adjourn. Mr. Malkin seconded the motion. SO VOTED; 2 Ayes, 1 Not Present
