Selectmen's Meeting Minutes 06/16/15
Chilmark Board of Selectmen    Meeting Minutes    June 16, 2015
Present: Chairman Jonathan Mayhew, Warren Doty, Bill Rossi, Tim Carroll, Happy Spongberg, Jen Passafiume, Jessica Roddy, Martina Thornton, Lynn Christoffers and Alex Elvin.

At 7:30 PM Chairman Mayhew called the meeting to order in the Selectmen’s meeting room.
 
Minutes:
Draft minutes from the Selectmen’s May 19, 2015 meeting were reviewed. Corrections were made. Mr. Doty moved to approve minutes as corrected. Mr. Rossi seconded the motion.
SO VOTED: 3 Ayes

Traffic Details:
Town resident Happy Spongberg is requesting Selectmen consider requiring the police working traffic details wear bright colored gloves to aid the drivers ability to see the officer’s signals. Ms. Roddy agreed that it has been quite difficult at times to understand what the officer is directing her to do. Mr. Carroll said bolder motion with hands out beyond the body is appropriate for proper visibility.

Mr. Doty moved to recommend and endorse that all traffic details wear bright gloves. Mr. Mayhew recommended 12 month out of the year. Mr. Rossi seconded the motion.
SO VOTED: 3 Ayes   

Vineyard Triathlon:
Jen Passafiume an organizer for the Vineyard Triathlon is present tonight to request Selectmen approve event and sign the road use permit for the fall Vineyard Triathlon. The Vineyard Triathlon is scheduled for Sunday September 13, 2015. Ms. Passafiume said this event went smoothly last year and she anticipates it to run well again. Mr. Carroll said that Police Chief Cioffi and Fire Chief Norton have both signed off on the event. Ms. Passafiume said she will be in contact with Police Chief Cioffi closer to the event and confirm how many police details will be needed.

Mr. Doty moved to approve this event as presented and to sign the road use permit. Mr. Rossi seconded the motion. SO VOTED: 3 Ayes   

Dukes County – MV Senior Services:
County Manager Martina Thornton presented two Memorandums of Understanding (MOU) for the Selectmen to sign. First MOU is an agreement between the Town of Chilmark and the County of Dukes County for provision of the Island Senior Services. The second MOU is for the purchase of the building. Mr. Doty moved to approve and sign the 2 MOUs, Mr. Rossi seconded the motion. SO VOTED: 3 Ayes   

Homesite Housing Program:
Jessica Roddy of the Chilmark Housing Committee presented the recommended revisions to the Homesite application documents and guidelines. Selectmen reviewed the recommendations a few corrections were made.

Homesite Housing Program Continued
Mr. Rossi thanked Ms. Roddy for all of the work she has put into this program. Discussion ensued. Mr. Doty recommended scheduling a public hearing to review the recommended revisions.

Town Bounds:
Mr. Carroll said Harbormaster Dennis Jason went and checked on two pilings that could be used for marking the bounds between Aquinnah and Chilmark. Mr. Carroll said that Don Lynch (contractor who will drive the pilings) will be returning to Chilmark to work later this month and will place the pilings once a survey is completed. Mr. Carroll said that Aquinnah is paying for half of the bound project. Mr. Carroll said Aquinnah is interested in marking the bounds in Squibnocket as well. Discussion ensued. Chilmark Selectmen will move forward to mark the boundary in Menemsha at this time.  

No Parking Signs:
Mr. Carroll gave the Selectmen an update on the no parking signage for North Road heading into Menemsha. The signs will be green with white lettering. Selectmen reviewed the sample. Mr. Carroll said if approved the signs will be delivered in a week.  Mr. Doty moved to approve ordering and installing the signs. Mr. Rossi seconded the motion. SO VOTED: 3 Ayes

Menemsha Shuttle Lot:
Mr. Carroll asked the Selectmen if they had seen the sandwich-board sign he placed out in the town hall (24” x 18”). Mr. Doty confirmed they had. Mr. Carroll asked if the Selectmen would approve ordering them. Discussion of where signs would be placed ensued. 3 boards with 6 signs will be ordered.

Solar Lights:
Mr. Doty asked what the status of solar lights at landfill parking area was. Mr. Carroll has not heard from the electrician he called and suggested we may have to go forward on our own. Selectmen discussed types of lighting. Mr. Doty will work with Mr. Carroll to order and install solar lights.

Chilmark Road Race:
Mr. Carroll said that the Chilmark Community Center Summer Program director has submitted a request to hold their annual 5 K road race Saturday August 8, 2015. Mr. Doty moved to approve this request with the condition that Police Chief Cioffi approves the plan they submit and also receives the Board of Health’s approval. Mr. Rossi seconded the motion. SO VOTED: 3 Ayes

Menemsha Beach Path:
Mr. Doty reported that our Conservation Officer (Chuck Hodgkinson) recommended jute along the dune edge to keep it from eroding into the new path. Mr. Doty said that Marshall Carroll is in charge of getting 30 car stops to delineate path from parking area. Discussion about a path surface took place. Mr. Carroll will look into pricing a boardwalk. Mr. Doty discussed the rope to keep pedestrians off of the dunes. A rounded fence post will be used and a hole drilled through to feed the rope through.

Harbor:
Follow-up with harbor cleanup; Mr. Doty reported that he spoke with Alec Gale who has been in communication with Tim Walsh. The report is Tuesday (today) a dump truck would be there to clean it up the area Mr. Gale assured him.

Mr. Doty said that Dennis, Glenn and Landon (Harbor staff) have been working on the handicap ramp and will complete this with a hand rail. Mr. Karlinsky also completed some projects in the harbor as well.
 
Mr. Mayhew said Jill Manning reported the woman’s restroom was a mess and there is rust and a very shabby appearance. Mr. Carroll said that Mr. Karlinsky reported someone had flushed an un-flushable item down one of the toilets causing a backup. Mr. Karlinsky repaired and cleaned up about half an hour after Ms. Manning was at the restrooms.

Discussion turned to upgrades needed for the woman’s room and the entire comfort station. This Fall the Selectmen will return to the Comfort Station topic as a possible project.

Highway Update:
Mr. Carroll said the paving on Middle Road went late tonight and we believe will be completed by 4:00 PM tomorrow. The mowing has been delayed till the completion of the paving.

Mr. Doty moved to have the Highway Superintendent hire a contractor to mow the sides of the road in June. Mr. Rossi seconded the motion. SO VOTED: 3 Ayes

As a police detail for the paving project Mr. Carroll said that with our contract with the Police Department they are obligated to work a Chilmark detail at overtime instead of the detail rate.
Mr. Carroll asked Selectmen “Do you want to enter into conversation with Police Chief and Highway Superintendent to see if the Highway can use a flagger verses police detail for a project.

Crick Hill:
Chairman Mayhew discussed public access over Crick Hill. There is a movement by land owners to block access for pedestrians to walk over the hill.  It was decided to speak with Town Counsel about this. Mr. Doty moved to ask town counsel to come to a future meeting. Mr. Rossi seconded the motion. SO VOTED: 3 Ayes

Dukes County Regional Housing Authority (DCRHA):
Mr. Carroll asked if the Selectmen would approve the DCRHA budget. Mr. Doty moved to approve the DCRHA budget. Mr. Rossi seconded the motion. SO VOTED: 3 Ayes

At 8:42 PM Mr. Doty moved to adjourn. Mr. Rossi seconded the motion. SO VOTED: 3 Ayes
