Selectmen's Meeting Minutes 02/02/15
Chilmark Board of Selectmen   February 2, 2015    Meeting Minutes

Present: Chairman Bill Rossi, Warren Doty, Tim Carroll, Anthony Orphanos, Wendy Jeffers, Charlie Parker, Rosalie Hornblower, Jessica Roddy, Dan Greenbaum, Thomas Bena, Allison Berger, Jim Malkin, Steven Flanders, Billy Megan, Ron Rappaport, Chris Murphy, Everett Poole and Alex Elvin.

At 9:00 AM Chairman Rossi called meeting to order in the Selectmen’s Meeting Room.
  
Squibnocket Land Acquisition:
Chairman Rossi introduced Anthony Orphanos and Wendy Jeffers who are owners of one of the parcels the Town is seeking for the Squibnocket Project. Anthony Orphanos said he received, accepted and signed a Conflict of Interest understanding from Ron Rappaport. Anthony Orphanos and Wendy Jeffers presented an alternate layout of the parking design so the screening of cars from their home could be done more thoroughly.

Chairman Malkin said that the parking lot layout was designed and recommended with the flattest area to be the designated area for elderly and persons with disabilities to access closest to beach.
At 9:15 AM Eric Peters from Vineyard Open Land Foundation arrives.

Chairman Rossi said he asked that Mr. Orphanos and Ms. Jeffers have this meeting with the Selectmen and Town Committee on Squibnocket (SquiCom) so that the SquiCom could review the recommendations and address them compared to their recommendations. Discussion ensued.
At 9:17 AM Zack Lee arrives.

Mr. Doty said addressing the public access to the pond: that what is (described by the alternate plans from Mr. Orphanos) a Kayak launch is meant to be a skiff launch. The State needs to be able to collect data as well as our Shellfish Constable needs to be able to launch their boats into Squibnocket Pond. Mr. Doty said being able to drive up to, back boat into the launch area is important.  

Mr. Parker said this alternate plan they are presenting is not specifically for kayaks, more work needs to be done on these plans to accommodate the needs discussed.

Chairman Rossi asked that the Squibnocket Committee what their input is concerning these suggestion.  

Ms. Berger said that specific engineering could not be decided or recommended by the Town Committee on Squibnocket and that detailed engineering would be addressed by a hired professional.

Chairman (of SquiCom) Malkin said that the Town Committee on Squibnocket addressed areas and needs but said whoever is paying for this work to be done would hire an engineer to get exact figures.

Chairman Rossi said that Mr. Orphanos and Ms. Jeffers are not interested in selling this parcel but are interested in leasing the parcel to the Town of Chilmark for a nominal fee. But part of the lease agreement would be some consideration of their recommendations.

Mr. Parker discussed the causeway plans. Mr. Parker said that he believed the construction of the causeway by the manufacture is designed for a level height and in the recommended plans from the SquiCom has the causeway coming from a higher grade to a level grade.  Another concern of Mr. Parker’s is the placement of the causeway closer to the pond. He would like to see a buffer between the causeway and the pond.

Height of the causeway is another issue for Mr. Parker. Mr. Parker said the plans with “no more than several over washes per year” are the SquiCom recommendations. Chairman Malkin said the environmental consultant and coastal engineer consultant said that with wash & pass through of water the height of causeway would probably be 5-7 feet. Mr. Parker said that they are flexible but interested in the correct causeway being built.  

Mr. Doty said flexibility has its place but not in a lease agreement.  
Extensive discussion ensued. Mr. Parker said the height of the causeway is the Friends of Squibnocket Pond’s primary concern.
10:00 AM Janet Weidner and Marina Lent arrived for the 10:00 AM scheduled meeting.

Chairman Rossi said tonight the voters of Chilmark will determine the process of what will be happening with the Squibnocket Project.

At 10: 07 AM Mr. Doty moved to adjourn. Mr. Mayhew seconded the motion.
