Chilmark Board of Selectmen Nab’s Corner Affordable Home Sites Lottery

Present: Chairman Bill Rossi, Warren Doty Jonathan Mayhew not present. Frank Fenner,
Tim Carroll, Jennifer Christy, Ann Wallace, Andy Goldman, Michelle Leonardi,
Susan Heilbron, Merrily Fenner, Nan Doty, Susan Kluver, Roland Kluver, Jim Feiner, Emma Green-Beach, Isaiah Scheffer, Nate Davies, Anna Truckey, Marina Lent, Sara Mass, Aela Mass, Peter Campbell, Andrea DelloRusso, Chioke Morais, Mathea Morais, Gerald Caton, Jesse Keller, Dennis M. Jason, Tim Webster, Nisa Webster, Calden Martin, Caitlin Cook, Edie Prescott, Alex Elvin and Lynn Christoffers.
At 5:00 PM Chairman Rossi called meeting to order in the Selectmen’s Meeting Room.
Chairman Rossi spoke about the process that brought us these 13 applications for the Nab’s Corner 4 lots. Chairman Rossi introduced Housing Committee Chairman Jim Feiner.
Jim Feiner thanked the Hillman family, Frank Fenner, the Housing Committee, Planning Board and Selectmen for the commitment and hard work in creating this opportunity for four affordable buildable lots. Mr. Feiner said he believed that his committee would like to see a lot awarded to every eligible applicant here tonight. And while that is not possible we will be looking at the barriers and opportunities to bring more affordable housing to the Town of Chilmark in the future.
Chairman Rossi asked that persons awarded a lot this evening consider volunteering in our town; either on a committee or a department. We need more residents involved in our community.
Mr. Doty spoke about the pride the town has in our Middle Line affordable rental units. A report from the Dukes County Affordable Housing Authority stated the need for more affordable rentals in town. Mr. Doty said the cost of building them is very expensive so at this time Chilmark is working on affordable resident home sites. Mr. Doty said that we will be working on having some more affordable home sites in the future. Mr. Doty introduced and thanked Mr. Fenner for his hard work bringing Nabs Corner project together.
Frank Fenner a former Selectmen who had worked to secure the Nab’ Corner lots was present to draw the lottery. Mr. Fenner said he was very happy to be here tonight and thanked his fellow Selectmen Mr. Doty and Mr. Mayhew for all their continued work on the project.
There was a preliminary lottery of the lots themselves. Mr. Fenner drew:
Map 11 Lot 46.1 will be the first awarded then; Map 11 Lot 46.2, Map 11 Lot 46.4 and finally Map 11 Lot 46
Each eligible applicant picked out the number of chips that they were eligible for. The chips were then recorded and the applicant dropped them into the corresponding jar.
Mr. Fenner then began the drawing. The jars were drawn from till empty with the names that represented numbers logged on a tally sheet. The first lot was awarded to the Morais family, then Martin Family, then Mr. Jason and finally Mr. Caton.
Mr. Goldman said that the order in which this was drawn will be persevered and if any of the parties awarded the lots tonight are not able to follow through on building the next persons on the list will be awarded that lot.
At 5:17 Chairman Rossi moved to adjourn. Mr. Doty seconded the motion. SO VOTED: 2 Ayes the meeting was adjourned.
