Selectmen's Meeting Minutes 11/18/14
Chilmark Board of Selectmen    November 18, 2014    Meeting Minutes

Present: Chairman Bill Rossi, Jonathan Mayhew, Warren Doty, Tim Carroll, Melanie Becker, Chuck Hodgkinson, Jim Malkin, Dennis Jason, Richard Steves, Lev Wlodyka,
Rosalie Hornblower, Alex Elvin and Jim Osmundsen.

Minutes:
Draft minutes from the Selectmen’s November 5, 2014 meeting were reviewed, corrections were made. Mr. Mayhew moved to approve minutes as corrected. Mr. Doty seconded the motion.
SO VOTED: 3 Ayes

Treasurer:
Town Treasurer Melanie Becker addressed the bonding override on the State Election. Mrs. Becker said that the Town did not follow our town bylaw of advertising a public hearing and writing to each voter in Chilmark prior to the election. Mrs. Becker discussed the steps the town has taken since this omission. At this time the Town of Chilmark has requested to seek special legislation from the Governor, Senator Wolf & Representative Madden.

Mr. Doty moved to proceed with this process of having our representatives sponsor this legislation to expedite the bonding.  Mr. Mayhew seconded the motion.
SO VOTED: 3 Ayes  

Harbor:
Chairman Rossi said all Selectmen have reviewed the letter from the Harbor Master Dennis Jason concerning % of ownership of vessel in Commercial Slips. Extensive Discussion ensued.  
Harbormaster Jason requested that the regulations concerning our 7 commercial slips only be reviewed and updated to accommodate our shell fishing industry. Chairman Rossi advised Mr. Jason to request the Harbor Advisory Committee meet to address this request. More discussion ensued.

Mr. Mayhew requested that the illegal moorings and any late moorings (Chilmark Regulations require all moorings be removed by November1 of each year) to be removed and checked by the Harbormaster to confirm completion.

Old Harbor shack:
Mr. Doty said that the Chilmark Beach Committee and department are requesting to use the old harbor shack at the Squibnocket beach parking lot area. Discussion ensued. Mr. Doty moved a three part motion 1.) Clean out the shed. 2.) Repair.   3.) Seek a ConCom permit to move to Squibnocket Beach location. Mr. Mayhew seconded the motion. SO VOTED: 3 Ayes

COLA / FY2016:
Mr. Malkin said that the Human Recourses Board approved and the FinCom recommended the COLA for FY16 be set at a 1.3% increase.  Mr. Doty moved to approve a 1.3% COLA increase for FY16. Mr. Mayhew seconded the motion. SO VOTED: 3 Ayes


Human Recourses Board:
The Selectmen have received signed updated position and job descriptions for Town Clerk and (Custodian) Town Building Maintenance Supervisor and Assistant to Office of Selectmen. Mr. Doty said that the Assistant to the Office of Selectmen will be postponed.

Discussion turned to when grade changes will take place for the Town Clerk and Town Building Maintenance Supervisor and how the pay increases will be carried out. Mr. Malkin recommended that the pay change be timely as the Treasurer’s and Accountant’s increases were.

Mr. Doty moved to approve the signed updated position and job descriptions for Town Clerk and (Custodian) Town Building Maintenance Supervisor. Mr. Mayhew seconded the motion.
SO VOTED: 3 Ayes

Chairman Rossi recommended meeting with the Town Accountant and Treasurer on how to implement the financial part of these changes and to continue the financial implications to the next Selectmen’s Meeting.

Request for Proposals:
Mr. Malkin and Mr. Carroll presented a Request for Proposals for a FY15 Classification and Compensation Study. Mr. Doty moved to approve the RFP. Mr. Mayhew seconded the motion. SO VOTED: 3 Ayes

Special Projects – Staffing:
Mr. Doty proposed prioritizing projects and assigning town staff to the projects. Discussion took place for all of the following projects with staff assignments and priority assigned as listed below.
  • Nab’s Corner Utilities RFP: Chuck Hodgkinson
  • Channel Dock: Tim Carroll and Bill Austin for help with filing permit with the State.
  • Squibnocket Project / once town has voted a plan: Chuck Hodgkinson
  • Peaked Hill Affordable Housing Concept: put on back burner
  • Menemsha Pedestrian Path: Vineyard Land Surveying’s  rough plan to Park & Rec for discussion
Town Center Sidewalks Update:
Mr. Carroll asked if the Selectmen would support proceeding with the sidewalk project without crosswalk changes for now. After some discussion of possible materials to be used Selectmen directed Mr. Carroll to proceed.

Chilmark Community Center Repairs Update:
Mr. Carroll said that the Winter Chilmark Community Center Committee has requested to meet prior to the December 16, 2014 Selectmen’s Meeting. The WCCC Committee will present their recommendations concerning the floor and other projects at the Dec 16, 2014 Selectmen’s meeting. Mr. Carroll said Mr. Bunker has been working on getting estimates for the roof repairs.
Mr. Carroll spoke about the work to be done on the Town hall as well.   


Council on Aging:
The Selectmen’s Office received a written request from Martha Abbot to be appointed Chilmark representative on the Up Island Council on Aging. Mr. Rossi moved to appoint Martha Abbot as a Chilmark representative on the Up Island Council on Aging. Mr. Mayhew seconded the motion. SO VOTED: 3 Ayes

Cape Light Compact:
As the Chilmark representative on the CLC Board, Mr. Carroll asked for Selectmen’s input on the future outreach to our residents. Mr. Doty said continuing at the Living Local Festival held at the West Tisbury Agricultural Hall is a good place as it has a high attendance of Chilmark residents. Chairman Rossi recommended checking with the Chilmark flea market as an outreach venue.

Senior Work- Off Program:
Mr. Carroll said that a number of years ago the town voted to adopt a senior work-off program. The program allows for a resident tax payer to work at minimum wage up to $750 credit to their tax bill. Mr. Carroll said a Chilmark senior has inquired about the program to work for the town to decrease their local real-estate taxes. Chairman Rossi said he would work WITH Mr. Carroll at implementing this project.

Highway Department Request:
Mr. Carroll said that the Highway Superintendent is requesting permission to install makers along the side of Middle Road by the Keith Field. These markers would be every 15 feet as visual aid during snow removal. Selectmen approved using temporary markers during snow season only.

Highway Mowing & Tree Removal:
Mr. Carroll said that a contractor is coming to give an estimate for grading sides of the road to move forward along with our paving project. Mr. Carroll said the crack seal companies have not gotten back to us, and we may abandon that project. Mr. Doty asked if the warrant for tree trimming and flail mowing is moving forward. Mr. Carroll said dead tree cleanup can start any time. Chairman Rossi said that March is a good time of year to have the flail mowing done.

Beach/ Fire Department:
Mr. Carroll said that The Beach Superintendent / Administrative Assistant to Fire Chief has returned to work.   

Town Clerk:
Mr. Carroll said that the Town Clerk has requested that the Selectmen sign and certify the Election Votes. Selectmen signed the documents.  

Beach Committee:
Mr. Carroll said that the Beach Committee met tonight and discussed the possibility of not allowing the Inns to have parking for their tenant’s personal vehicles. Mr. Carroll asked if the Selectmen had input prior to the Beach Committee meeting with the Inns. Discussion ensued.

At 9:07 PM Mr. Mayhew moved to adjourn. Mr. Doty seconded the motion.
