Chilmark Board of Selectmen September 16, 2014 Meeting Minutes
Present: Chairman Bill Rossi, Jonathan Mayhew, Warren Doty absent, Tim Carroll, Fire Chief David Norton, Jennifer Christy, Ann Wallace, Danguola Budris, Marina Lent, Isaiah Scheffer, Dennis Jason, Jesse Keller, Calder Martin, Jeff Lambert, Caitlin Cook, Caitlin Lewis, Tara Dolan, Betsey Burmeister, Mathea Morais, Chioke Moralis, Anna Truckey, Nathan Davies, Aretha Brown, Erin Lambert, Erin Garza, Ian Jochems, Edie Prescott, Alex Elvin and Lynn Christophers.
At 7:30 PM Chairman Rossi called meeting to order in the Selectmen’s Meeting Room.
Minutes:
Draft minutes from August 19, 2014 and September 10, 2014 were reviewed. Corrections were made.
Mr. Mayhew moved to approve both meeting minutes as corrected. Mr. Rossi seconded the motion. SO VOTED: 2 Ayes
Chairman Rossi read a letter from Nan Doty that said Warren Doty’s heart procedure was completed and he will spend the night in recovery at the hospital, and that all went well.
Nab's Corner Community Housing - Resident Homesites Presentation:
Chairman Rossi gave the introduction and gave a Power Point presentation through the history of the affordable housing in Chilmark. Chairman Rossi also discussed the ground lease for the property at Nab’s Corner.
Housing Committee Chairman Jim Feiner gave a presentation on the description of the location. Mr. Feiner presented maps and description of the MV Land Bank trail and parking that are a part of the project.
Ann Wallace member of the Chilmark Housing Committee discussed the applications part of the presentation. Ms. Wallace stressed important dates to remember; September 25, 2014 Nab's Corner Community Housing application workshop, and the final deadline for submitting applications is 5:00 PM October 14, 2014 at the Chilmark town hall. Ms. Wallace ran through the checklist and application components with a Power Point presentation.
Chairman Rossi spoke about the process after the lots have been awarded. Chairman Rossi said these are steps that need to be completed prior to building. The steps will take approximately 2 months to complete. The first step is to go to Chilmark Site Review Committee with your building plans then on to Zoning Board of Appeals and the Planning Board prior to a building permit being issued.
Tim Carroll asked attendees interested in receiving an application packet to go to the station outside of the Selectmen’s meeting to sign confirmation of receiving and give their contact information. Housing Committee administrator Jennifer Christy tended to the applicant packet table.
Nab's Corner Community Housing - Resident Homesites Presentation Continued…
Chairman Rossi opened the meeting to questions from the public concerning the Nab’s Corner Project. There was a brief question and answers period and the interested parties were asked to go through to the next room to sign into the log and receive a packet. Mr. Carroll reminded everyone about the September 25, 2014 7:00 PM workshop on the Nab’s Corner Applications.
Rotary Club of Martha’s Vineyard:
Bill Brown of the Rotary Club has written a request to the Selectmen asking for written approval to hold their Cycle MV Bike Challenge. Mr. Carroll said that this is the sixth year that they have held this event. The organizers are requesting to use the Community center grounds again as a water and rest station.
Mr. Carroll said the date for this event is Saturday, October 4, 2014. Mr. Mayhew moved to approve this request. Chairman Rossi seconded the motion. SO VOTED: 2 Ayes
Animal Control Officer:
Mr. Carroll said that Chris Murphy has been having trouble with a goat that keeps getting out and has been hassling residents and visitors. Mr. Carroll asked if the Selectmen would appoint the Animal Control Officer and the Assistant ACO as Field Drivers and the ACO as Pound Keeper. Mr. Mayhew moved to approve the appointments as described. Chairman Rossi seconded the motion. SO VOTED: 2 Ayes
Mr. Carroll said the second part of this would to now adopt a fee schedule for the Field Drivers to implement. Mr. Carroll contacted many municipalities requesting information for the fees their Field Driver use. Mr. Carroll reported that the towns that responded said they did not have one and that the fee is in their bylaws. Mr. Carroll said Mr. Murphy recommended $100.00 for picking up livestock and $25 per day for boarding.
Mr. Mayhew moved to approve a $50.00 fee for picking up livestock and $25 per day. Chairman Rossi seconded the motion. SO VOTED: 2 Ayes
Public Safety Building Site Committee:
Mr. Carroll said that Liz Gude has agreed to be a member on the committee and that Cody Coutinho has written a request to be considered as well. Mr. Mayhew moved to appoint Liz Gude and Cody Coutinho to the Public Safety Building Site Committee. . Chairman Rossi seconded the motion. SO VOTED: 2 Ayes
MEMA EMP Grant:
Mr. Carroll said that this grand had been previously approved by the Selectmen and that it is for emergency planning. Mr. Carroll said that Marina Lent has worked on the DART program that aids pets during an emergency evacuation scenario. Mr. Carroll said this also has paid for a conference phone to be able to connect with other island towns and emergency officials. Chairman Rossi signed the grant document.
Concrete Highway Posts:
Mr. Carroll reported that the concrete posts on the side of the road that needed to be replaced are starting to be replaced today. Mr. Carroll said that the project estimates came in and Beetle Bung Tree care was the least expensive.
Mr. Carroll said the State offered a Winter Road Repair grant of $9,000.00. This grant will cover the road side post replacement and line painting. Mr. Carroll recommended to save the warrant article for the near future road maintenance.
Chilmark Community Center:
Mr. Carroll said South Mountain Engineering department has estimated a cost of the floor problem evaluation at $2,000.00
Electric Vehicle Demonstration:
Mr. Carroll said Vineyard Power is sponsoring an electric vehicle demonstration day Saturday September 20, 2014 from 9 – 1 at Cronig’s Market in Vineyard Haven.
Selectmen Meeting Time Change:
Mr. Carroll said usually at daylight savings time the Selectmen meetings change to start at 7:00 PM instead of 7:30 PM. Selectmen present agreed that the Selectmen Meeting on Nov 2, 2014 to start at 7:00 PM and they will remain so till spring.
Fire Department Temporary Assistant:
Fire Chief David Norton has submitted a written request to have the Selectmen appoint Liz Hourihan as a temporary administrative assistant. Mr. Mayhew moved to approve this request. Chairman Rossi seconded the motion. SO VOTED: 2 Ayes
CPA Historic Agreement with MV Museum:
Mr. Carroll said that the Community Preservation Committee has submitted to Selectmen to sign the funding that was approved at Annual Town Meeting. Chairman Rossi signed.
Police Department:
Police Chief Brian Cioffi requests Selectmen approve of him to donate 172 hours of his sick time to someone discussed in a previous meeting. Jonathan Mayhew moved to approve this request. Chairman Rossi seconded the motion. SO VOTED: 2 Ayes
Mr. Carroll discussed the calendar for the next few weeks and the meetings scheduled. The next Selectmen’s meeting will be Sept 23, 2014 to complete the draft warrant article for Special Town Meeting.
At 8:30 PM Mr. Mayhew moved to adjourn, Chairman Rossi seconded the motion.
