Chilmark Board of Selectmen    May 20, 2014    Meeting Minutes
Present: Chairman Bill Rossi, Jonathan Mayhew, Warren Doty, Tim Carroll, Andy Goldman, Ann Wallace, Marina Lent, Lenny Jason, Jessica Roddy, Brian Cioffi, Kathy Smith, William Fielder, John McCarron, Chuck Hodgkinson, Maureen Eisner, Liz Hourihan, Karen Corriveau, David Vigneault, Remy Tumin and Lynn Christoffers

At 7:30 PM Chairman Rossi called meeting to order in the Selectmen’s Meeting Room.

Chairman Rossi asked for a moment of silence in memory of Pat Gregory. Mr. Doty said Pat taught both of his children, was West Tisbury town moderator for over 20 years, a regular at Menemsha beach with his family, Pat was a friend to many…..

Minutes:
Draft minutes from April 25, 2014 were reviewed, corrections were made. Mr. Doty moved to approve minutes as corrected. Mr. Mayhew seconded the motion. SO VOTED: 3 Ayes

Draft minutes from May 6, 2014 were reviewed, corrections were made. Mr. Mayhew moved to approve minutes as corrected. Mr. Doty seconded the motion. SO VOTED: 3 Ayes

NSTAR Public Hearing:
Right of way representative from NSTAR Karen Corriveau presented information about 224 North Road. NSTAR has requested this public hearing on behalf of property owner Seungwook Ma. This request is to permit approximately 60’ underground conduit.

Chairman Rossi requested that Mr. Carroll connect the owner with Keith Emin to discuss the curb cut.  

There were no public comments. At 7:42 PM chairman Rossi closed the public hearing.  

Mr. Doty moved to approve this NSTAR request as presented. Mr. Mayhew seconded the motion. SO VOTED: 3 Ayes

Joint meeting Housing Committee:
This meeting is to address updates and information about Nab’s Corner. Chairman of the Housing Committee Andy Goldman thanked the Selectmen for their vigorous continuity in obtaining this housing opportunity.  Discussion ensued. Nab’s Corner Home Sites will be processed similar to the Middle Line Road Home Sites. There will likely be a 99 year lease with a onetime payment for each home site to cover the cost of development.  

The Selectmen’s obligation for this project with the aid of Chuck Hodgkinson will be to complete wells and construction road and then utilities.

The Housing Committee’s obligation in this project will be to solidify the policy and address the applicants in providing the home site lots.  Mr. Goldman closed by saying that this is the best Housing Committee group he has ever worked with.

Police Appointments:
Chief Cioffi presented Bill Fielder and John McCarron as special officers for appointment to the Chilmark Police Department.  Mr. Mayhew moved to appoint Mr. Fielder and Mr. McCarron as special officers. Mr. Doty seconded the motion. SO VOTED: 3 Ayes   

Martina Thornton arrived
County Manager:
County manager Martina Thornton presented the possibility of purchasing the VNA building located in Tisbury on Holmes Hole Road for the Center For Living. The estimation of cost for the building is $1.5 million. Ms. Thornton said that the County is seeking approval from all the Island towns prior to pursuing special legislation to borrow the monies for the purchase. Chairman Rossi recommended a thorough inspection of the building to get a realistic value prior to the town of Chilmark endorsing fully.

Mr. Doty moved to support the concept of a permanent home for the Center for living and to continue to look at the VNA building as an option. Mr. Mayhew seconded the motion.
SO VOTED: 3 Ayes   

Tri-Town Ambulance:
Mr. Doty reported that he talked with Emily Bramhall about the possibility of housing overnight paramedics at the North Road Fire Station. Mr. Doty said Ms. Bramhall was agreeable and requested to see a plan when one has been formulated.  Mr. Mayhew asked that a draft plan be presented at the June 4, 2014 Tri town Ambulance Committee meeting.

Utilization of Town Owned Facilities / (CCC parking review) Committee Update:
Mr. Doty said he was not aware that the Chilmark Community Center Parking Review Committee would be reviewing the Menemsha lots. Mr. Doty believed the Committee was assembled and appointed to assess and recommend parking improvements for the town center.
Mr. Mayhew recommended the Committee focus on the CCC Parking issues.  Discussion ensued. It was decided that the Committee would focus on CCC, Library, Post Office, Bank Town Center area.

Town employee appointments
Chairman Rossi said he would like confirmation that all of the evaluations are completed prior to moving the appointments. Selectmen postponed town employee’s appointments till June 3, 2014

Committee Appointments
Beach Committee: Mr. Doty moved to appoint Kristin Maloney, Jen Wlodyka, Clarissa Allen, and Wayne Iacono. Mr. Mayhew seconded the motion. SO VOTED: 3 Ayes   

Board of Appeals: Mr. Carroll said Allison Berger is up for reappointment and requested to be re-appointed. Mr. Doty moved to appoint Ms. Berger, Mr. Mayhew seconded the motion.   
SO VOTED: 3 Ayes   



Committee Appointments Continued….
Conservation Commission: Pam Goff and Chris Murphy both requested to be reappointed to the ConCom. Chairman Rossi said he fully endorsed reappointing Mrs. Goff and is very happy she is continuing her work for the town. Chairman Rossi said he is not particularly supportive of appointing Mr. Murphy.  Discussion ensued. Maureen Eisner was present and requested to be appointed to the ConCom as a associate member as she has a lot of information to review concerning our bylaws.

Mr. Mayhew moved to appoint Mrs. Goff and Mr. Murphy full commissioners on the ConCom and Mrs. Eisner as an associate member. Mr. Doty seconded the motion. SO VOTED: 3 Ayes

Harbor Advisory Committee: Mr. Carroll said that Andy Goldman, Everett Poole and Jeff Maida requested to be re-appointed to the HAC. Mr. Mayhew moved to appoint Mr. Goldman, Mr. Poole and Mr. Maida to the Harbor Advisory Committee. Mr. Doty seconded the motion.
SO VOTED: 3 Ayes

Historical Commission:
Mr. Carroll said both Jane Slater and Karen Whitmore requested to be re-appointed. Mr. Doty moved to re-appoint Mrs. Slater and Ms. Whitmore to the Historical Commission. Mr. Mayhew seconded the motion.  SO VOTED: 3 Ayes

Park & Recreation: Mr. Carroll said Andy Goldman, Jane Slater, Warren Doty and (himself) Tim Carroll are up for re-appointment. Mr. Mayhew moved to reappoint; Mr. Goldman, Mrs. Slater, Mr. Doty and Mr. Carroll to the Park & Rec Committee. Mr. Doty seconded the motion.
SO VOTED: 3 Ayes

Human Resource Board: Mr. Carroll said Steven Lewenberg and Jennie Greene are up for re-appointment. Mr. Mayhew moved to appoint Mr. Lewenberg and Ms. Greene. Mr. Doty seconded the motion. SO VOTED: 3 Ayes

Housing Committee: Mr. Carroll said Andy Goldman, Bill Rossi and Ann Wallace requested to be re-appointed to the Housing Committee. Mr. Mayhew moved to appoint Mr. Goldman, Mr. Rossi and Ms. Wallace to the Housing Committee. Mr. Doty seconded the motion.
SO VOTED: 3 Ayes

Chilmark Community Center Winter Planning Committee: Mr. Doty said he would like to recommend Linda Thompson to be appointed a new member of the CCCWP Committee. Mr. Doty moved to re-appoint Nan Doty, Bill Rossi, Rodney bunker and Tim Carroll along with new member Linda Thompson. Mr. Mayhew seconded the motion. SO VOTED: 3 Ayes

Selectmen’s Committee Assignments:  
Mr. Mayhew said he would like to remain with the same assignments they had last year. Mr. Doty moved to continue on the same committees as assigned last year. Mr. Mayhew seconded the motion. SO VOTED: 3 Ayes

Review ATM Warrant Articles:
Chairman Rossi read through the entire 2014 ATM warrant articles. Selectmen discussed progress of each and when to expect completion of each.

NSTAR Tabor House Landfill Pole Request:
Mr. Carroll said that the NSTAR future easement is in conjunction with our solar array at the landfill. Mr. Doty moved to approve the pole placement and easement needed to connect our solar array. Mr. Mayhew seconded the motion.  SO VOTED: 3 Ayes   

Chilmark Community Center Vestibule:
Mr. Carroll said Town custodian Rodney Bunker was not feeling well tonight and could not attend. Mr. Carroll said Mr. Bunker is eager to get the vestibule project moving forward for the CCC. Mr. Carroll said that the interior of the main entrance was taped off to illustrate where the internal walls would come to. The exterior would essentially resemble the entrance like the library not going into the parking area.  Mr. Doty said he has concerns about changing the interior of the CCC and recommended the committee look at this proposal.

Mr. Carroll said he will seek out Doug Stephanos (he worked on the architectural renovations plan) for a simple vestibule plan for the CCCWPC to review.

Discussion ensued. Mr. Mayhew moved to approve recommendations for seasonal beach employment. Mr. Doty seconded the motion. SO VOTED: 3 Ayes

Harbor Department Additional Appointments:
Mr. Carroll said that Harbormaster Jason requested Richard Steves be appointed a returning Assistant Harbormaster and Virginia Jones be re-appointed administrative assistant to the Harbor Department. Mr. Doty moved to approve the appointments. Mr. Mayhew seconded the motion.    
SO VOTED: 3 Ayes

Mr. Doty said that the Selectmen already appointed Glenn DeBlase as an Assistant Harbormaster. Mr. Doty moved to approve his salary as Grade 6 step 3, as Mr. DeBlase holds a 100 tone Master Mariner license and is very qualified. Mr. Mayhew seconded the motion.  
SO VOTED: 3 Ayes

Discussion turned to the progress of the new harbor shack. Mr. Carroll said the plan is to have a thank you gathering at the Menemsha harbor shack with the students who built a good portion of the shack. Mr. Doty said he could make an earlier part of the day but had an obligation at 1:00 Friday May 30th. The Selectmen will gather May 30th at 11:00 am with the Harbor Department and the MVRHS students who built the shack. Pizza will be provided to the students.


Menemsha Harbor Pilings:
Mr. Carroll said that the piling replacement project bids are due this Wednesday May 21, 2014 at 4:30 PM.

Highway Paving Assessment:
Mr. Carroll said that the review of the town roads with himself, Selectmen and Highway Superintendent was completed. The Selectmen’s office received an estimate from White Brothers Lynch. Discussion ensued. No action was taken at this time. Selectmen Doty recommended this estimate and proposal be brought into our Capital Planning.

Shellfish Department Position Descriptions:
Chairman Rossi said that the Human Resource board has reviewed both position descriptions for the laborer and Assistant Shellfish Constable. Mr. Doty moved to approve the job descriptions as presented. Mr. Mayhew seconded the motion.  SO VOTED: 3 Ayes   

Executive Session   
Chairman Rossi recommended moving into executive session for discussion of potential litigation strategy and security issues and not to return to regular session. Roll Call;
