Selectmen's Meeting Minutes 09/10/13
Chilmark Board of Selectmen    September 10, 2013   Meeting Minutes

Present: Warren Doty, Bill Rossi, Jonathan Mayhew, Tim Carroll and Ron Rappaport.

At 6:15 PM Chairman Doty called meeting to order and requested to go into Executive Session to discuss litigation strategy.
Rossi: Aye, Mayhew: Aye, Doty: Aye.

At 6:25 PM Chairman moved to leave Executive Session. Rossi: Aye, Mayhew: Aye, Doty: Aye.

At 6:30 PM Selectmen and Mr. Carroll went to the Chilmark Landfill to do a site visit for the Solar Project.

At 7:30 PM Chairman Doty called Meeting to order in the Selectmen’s Meeting Room.

Present: Warren Doty, Bill Rossi, Jonathan Mayhew, Tim Carroll, Jonathan Revere,
Remy Tumin, Paddy Moore, Jim Newman and Anna Merhalski.

Minutes:
Draft minutes from the August 27, 2013 meeting were reviewed. Some corrections were made to the draft minutes. Mr. Rossi moved to approve minutes as corrected. Mr. Mayhew seconded the motion. SO VOTED: 3 Ayes

Fuel Bid:
Tim Carroll presented the Dukes County Office fuel bid for 2013-14. The lowest bid for this year came from R. M. Packer $0.2625 cents mark up over the rack price, rack price is $3.04.  
Mr. Carroll said that the price will fluctuate when rack prices fluctuate.

Mr. Rossi moved to approve R. M. Packer fuel bid supplied to the County Office. Mr. Mayhew seconded the motion. SO VOTED: 3 Ayes

Tribe LUCUS Machine Lease with TTA:
(LUCAS chest compression machines).Mr. Carroll said that the most resent changes to the lease agreement are: removal of tribal court, changed to federal court if there is legal action taken.

Mr. Carroll said that Town Counsel said they could live with this agreement. Mr. Mayhew said he would like to wait a few weeks before taking action on this agreement. Mr. Rossi said he would like to put this item onto the Selectmen’s September 24, 2013 agenda.

Mr. Mayhew moved to take no action at this time and to schedule this item on Selectmen’s 9/24/13 agenda. Mr. Rossi Seconded the motion. SO VOTED: 3 Ayes

Healthy Living:
Paddy Moore of the Dukes County Health Council presented the Selectmen with information on the growing, over 65 year old population on Martha’s Vineyard.


Healthy Living:
Mrs. Moore spoke of the work that the Rural Scholars are doing for the Eldercare Workforce Alliance this year.  The Rural Scholars are collecting data to help the EWA plan for the future; housing, transportation…..

Mrs. Moore asked for the Selectmen to keep aware of this topic for future agendas. Mrs. Moore said this will also be on the All Island Selectmen’s meeting agenda September 12, 2013.
Chairman Doty thanked Mrs. Moore for this information.

Solar RFP:
Chairman Doty said that the Town of Chilmark received one response to the RFP for the Solar Project at the Chilmark Landfill. Mr. Doty said that he was on the board of directors of Vineyard Power less than a month ago (the responder to the RFP) so he recused himself and left the table.

Mr. Rossi assumed the Chairmanship and explained the proposal. The proposal will save the Town of Chilmark 12% of the electric bill for the Town owned buildings excluding the School. The savings will be for 10 years. There is an $8,000.00 annual rental fee paid by Vineyard Power; that will be deferred for ten years less taxes. The Solar array is expected to be working up to 25 years. Mr. Rossi concluded saying that it does not look like there is a down side to this proposal.

Mr. Mayhew said he was concerned that we received only one proposal and would feel more comfortable with a choice. That aside, Mr. Mayhew said that he does agree that from reviewing this RFP there appears to be no down side.

Mr. Rossi moved to accept proposal and direct legal council to work on lease agreement and Power Purchasing Agreement. Mr. Mayhew seconded the motion. SO VOTED: 2 Ayes, 1 Abstain (Mr. Doty)

MV Film Festival:
Anna Merhalski spoke with the Selectmen about plans for the 2014 March MV Film Festival.
The Community Center event coordinator Diana DeBlase sent the Selectmen a recommendation for compensation to the town for the 2014 MVFF March event. The coordinator recommended the same fees that the Selectmen worked out for the Cinema Circus for June and August events in 2013.

The fees were $200.00 for the event days and $50.00 for rehearsal/ setup days.

The MVFF is requesting the use of the CCC from Monday March 10, 2014 through end of the day on Monday March 17, 2014. That would be setup rehearsal days 10th, 11th, 12th, 13th, and 17th. With events on 13th, 14th, and 15th.  The fee total for this proposal is $850.00

Mr. Doty said for the MVFF to seek approval from the Chilmark School Principal for the use of the CCC during a regularly scheduled school Gym day (March 13, 2014).


MV Film Festival Continued…
Ms. Merhalski said that the MVFF was thinking of offering $500.00 for the rental of the CCC.
No decision was made at this time; the MVFF will come back to the Selectmen with confirmation from the School for use of CCC on March 13th at the September 24, 2013 BOS meeting.

Chilmark School:
Selectmen discussed a request from school Principal Stevens concerning paving parking spaces on existing lawn beside the school. Chairman Doty recommended that this be continued to a site visit this Wednesday at 3:15 pm.

At 8:30 pm meeting was closed.
At 3:15 PM on Wednesday September 11, 2013 Mr. Doty and Mr. Rossi completed a site visit of the parking plan for the Chilmark School.
