Chilmark Board of Selectmen July 22, 2013 Meeting Minutes
Present:
Chairman Warren Doty, Bill Rossi, Jonathan Mayhew, Tim Carroll, Dennis Jason,
Edward “Spider” Andresen, Rodney Bunker, Margaret Maida, Marshall Carroll III,
Brian Cioffi and Bret Sterns.
At 6:00 PM Chairman Doty called meeting to order in the Selectmen’s Meeting Room.
Harbor:
Dennis Jason said that he would like to get moving forward on a new shack for the Harbor Department. Mr. Jason said he would like an area for painting buoys and storing equipment and a boat along with an office area. Mr. Jason said he could share this area with Shellfish Department.
Assistant Harbormaster Edward “Spider” Andresen thought 20 x 12 would be a good size. Mr. Mayhew said that Camille Rose’s shack was a good representation of a size and stile that would fit the area and the job well. Mr. Mayhew said Camille Rose’s shack dimensions are 16’ x 12’.
Mr. Jason said he liked the shingled with gables style and thought that was a good recommendation. Mr. Doty said he would like to see a porch and deck added as well.
Mr. Bunker expressed his concerns with changing Menemsha. Mr. Bunker said that if the Harbor shack door were to open out that would utilizes the space they have much better.
Marshall Carroll said that an outward swinging Dutch door would be a good idea to install at the Harbor shack. There was extensive discussion about Harbor shack.
Mr. Rossi moved to endorse concept to develop a new Harbor Shack 300 square foot or less at $24,500.00 or less on the existing site. Mr. Mayhew seconded the motion. SO VOTED: 3 Ayes
Mrs. Maida said she would like to report that she saw a pedestrian fall on the West Dock where there is a sink hole. Mr. Doty said that Mr. Karlinsky is fixing that (if not already) very soon. Mr. Doty said that he knows the fix Mr. Karlinsky is doing will not last very long. Mr. Doty said there is plans for this fall to set rebar close together to create a wall, and then fill with gravel that will help to stop the erosion.
Harbor Boat:
Mr. Andresen said he recommended selling the harbor boat that they have now for $10,000. And appropriate $15,000.00 from the waterways budget and applying $24,500.00 to a better boat for our harbor. Mr. Doty asked what was wrong with the boat they just bought. Mr. Andresen said it’s the wrong hull for the job. This boat we have now is for sport fishing it’s not a work boat for the harbor.
Mr. Doty said to check the warrant article balance for the boat and come to the selectmen with a very specific boat plan.
Menemsha Channel Dredging:
Chairman Doty asked if Brett Sterns was present tonight to update the Selectmen on the dredging proposal. Mr. Sterns said he was present tonight to listen. Mr. Sterns said that they are getting the Woods Hole Engineers involved in the plans to clearly present a plan that will work for both Towns (Aquinnah and Chilmark). Mr. Sterns said that there has to be one town submitting for the grant when the plan has been decided on.
Harbor Budget:
Chairman Doty said after reviewing the FY13 budget for the harbor he noted that the harbor had a surplus of $19,000. Mr. Doty said he would like to talk this over with the harbor department in the near future.
Menemsha Parking:
Jonathan Mayhew said that folks have been asking to create parking for residents to the north side of the Comfort station. Mr. Bunker suggested reserving this parking for Chilmark seniors. Marshall Carroll recommended creating a walkway connecting beach to the comfort station to help keep kids out of the road. Discussion ensued. No action was taken at this time. This will be continued to another meeting.
Taxi Van & Tours on Boathouse Road:
Mr. Carroll said he has prepared a letter to be sent to MV Tours. Mr. Carroll said that there have been Taxi & Van Tours on Boathouse Road to the Pier Connector and West Dock and these areas are not permitted in their license. Mr. Carroll has drafted a letter to be sent to the company that is violating their permit. Selectmen approved this letter and signed. Mr. Andresen asked that all Van & Taxi, Tour Companies be sent this letter.
Highway Labor Re-grade Letter:
Mr. Carroll has prepared a letter that the Selectmen directed him to draft at their July 16, 2013 regular scheduled meeting. This letter is a recommendation from the Selectmen for the HRBC to re-grade the Highway Laborer position. Selectmen signed letter.
Edrawer Bill:
Mr. Carroll said a $1,400.00 warrant expense needs to be signed for the company to come and have a two day training program for town employees. Selectmen Doty signed.
Solar RFP:
Mr. Carroll would like approval from the Chilmark Selectmen to advertise the deadline for the Solar RFP to be August 30, 2013 by 4:30 PM. Mr. Doty said they have repeatedly confirmed to move forward on the 30b project. Mr. Rossi said he received a call from Mr. Yeomans expressing his concerns that the town be protected by having the RFP require insurance coverage to protect the cap membrane. Mr. Carroll said this requirement will be included.
Clean Vessel Act:
Mr. Carroll said the Chilmark Board of Health is requiring an operating procedure be implemented and to train the harbor staff on using the pump-out station.

Mr. Carroll said he contacted all the other island towns for their procedures. Mr. Carroll said that Oak Bluffs has a self service green button and a red button to start and stop. Mr. Doty said list the manufacturer’s operational procedures. Mr. Doty said the Harbor employees will be doing the pump out procedures and will be trained to follow the manufacturer’s operational procedures.
Mr. Carroll said he has the grant for the Selectmen to sign. But he does not have a permit from the board of health to connect the pump out yet.
Menemsha Slip Assignment:
Brian Cioffi asked for clarification concerning his slip at Menemsha. Mr. Cioffi said that the slip assignments posted on the web no longer list him as on the channel dock. Mr. Doty said that the town has been working towards making slip 14 a full slip.
Mr. Jason said that they moved some pilings and were able to create a full slip. Mr. Cioffi said he is not interested in the slip 14 at full cost and would like to make sure he is still on the slip holder list for the Chanel Dock.
Harbormaster Jason said he has a slip on the Chanel Dock he will have the list reposted with Cioffi on the Chanel Dock.
Mr. Mayhew moved that slip 14 is part of the West dock and should be issued to the next person on the West Dock waiting list. Mr. Rossi seconded the motion. SO VOTED: 3 Ayes
