Chilmark Board of Selectmen July 16, 2013 Meeting Minutes
Present: Chairman Warren Doty, Jonathan Mayhew, Bill Rossi, Tim Carroll, Jonathan Revere,
Christine Flynn, Nancy Gardella, Vernon Welch, Anna Merhalski, Lindsey Scott, Brian Cioffi, Christy Almer.
At 7:30 PM Chairman Doty called meeting to order in the Selectmen’s Meeting Room.
Minutes:
Draft Minutes from June 18, 2013 were reviewed, corrections were made. Mr. Rossi moved to approve minutes as corrected. Mr. Doty seconded the motion.

Draft Minutes from July 2, 2013 were reviewed, corrections were made. Mr. Rossi moved to approve minutes as corrected. Mr. Mayhew seconded the motion.

Arts MV:
Christine Flynn and Nancy Gardella presented the Selectmen an update on Arts MV. Ms. Flynn said that there is now an iphone App. for the Arts MV that connects people to the activities and groups that already exist here. There will be a soft launch of the “Fall for the Arts” in October 2013. Ms. Flynn said they are having their brown bag lunch talks every Tuesday from 11:00 AM – 1:00PM to continue with the “creative economy” plans.
MV Film Festival Parking Update:
Anna Merhalski and Lindsey Scott presented the Selectmen with an update to the ongoing parking solutions for Wednesday evenings in Chilmark. Ms. Merhalski is addressing problems that the Library Director Ebba Hierta sent in a letter to the Selectmen.
Ms. Merhalski said that the Chilmark School Principal Susan Stevens is allowing the MVFF to park 2 trailers by the dumpster at the school, but this weekend some town folks parked where the trailers would go causing parking problems. Ms. Merhalski said that they have corrected this problem and have worked out a plan so it does not happen in the future.
Jonathan Mayhew said that the MVFF should recommend car pooling to the movies in their next news letter. Ms. Merhalski said that is a great idea, and that she will do so. Mr. Mayhew then asked if the police department has received any complaints concerning the MVFF / Cinema Circus. Chief Cioffi said he has received no complaints.
Chairman Doty thanked Ms. Merhalski for coming tonight and for the ongoing efforts and communication about parking issues for their events.
Chilmark School Repairs Updates:
Bill Rossi said that the specification documents for drainage improvements are being distributed to contractors to bid by August 1, 2013. The work is to begin the third week of August after the summer preschool is finished.
Harbor Department:
Mr. Doty said that the handrails have been installed though ASI will need to return with shims to complete proper installation. Mr. Doty said that we are looking into hiring a local contractor to fill the piling extensions on the West Dock with concrete.
Mr. Doty reported about the ongoing problem of kids jumping off the transient dock. Mr. Doty suggested possibly having the Beach Department man the area alerting parents and kids that there is no jumping off or climbing under the dock. Mr. Mayhew said he did not think it was a good idea to man the area the public should not be swimming or jumping or playing in a commercial harbor period.
Mr. Welch suggested using a product called Geo Grid plastic fencing to keep the access blocked off. Mr. Doty said he will work on making this area safe.
Squibnocket Beach Update:
Mr. Rossi said he is very happy with the direction the meetings are going; progress on plans is slow but steady. The plan is to come to the town with a complete plan in late September or October 2013 and sources of funding organized as well.
Vernon Welch:
Mr. Welch is present to ask Selectmen for guidance on getting Aquinnah Creek Lot A safe. His liability insurance requires safety measures to be completed. The priority for liability is the 6 foot gap beside the shack and road to be filled. Discussion ensued. The consensus of the discussion was for Mr. Carroll to call Kent Healy for guidance and that the town will pay for any repairs.
United States Post Office Lease:
Mr. Carroll said that the USPO has decided to use its option to renew the lease at 4 State Road. Mr. Rossi moved to approve renewal for a five year lease. Mr. Mayhew seconded the motion.

United States Fisheries and Wildlife Service:
Mr. Carroll said that the USFWS has sent the Town of Chilmark a check for $4,283.00 in lieu of taxes for No Mans Land Island.
Dogs:
Mr. Carroll said that Dog Officer Chris Murphy needs the Selectmen to reconfirm the town’s leash law in Menemsha for the dog officer to enforce. Mr. Rossi moved to reconfirm leash requirement for dogs June 1st – October 15th. The enforcement zone is from the intersection of North Road & Basin Road to the Menemsha beach and to the end of the West Dock.
Mr. Mayhew seconded the motion. SO VOTED: 3 Ayes
This leash law refers to all public property.
Highway Laborer:
Mr. Carroll said that Highway Superintendent Keith Emin notified him that his assistant quit when he found out what other workers for the town are paid. Mr. Emin is concerned that the position is under paid. Mr. Mayhew moved to refer this to the HRB for increasing the grade. Chairman Doty said that “Hutch” Henry Kirwin is an excellent worker and said he was concerned he is underpaid. Mr. Rossi seconded the motion. SO VOTED: 3 Ayes
At 8:48 PM Mr. Rossi moved to adjourn. Mr. Mayhew seconded the motion.
