Chilmark Board of Selectmen February 05, 2013 Meeting Minutes
Present: Chairman Mayhew, Bill Rossi, Warren Doty, Tim Carroll, Jonathan Revere,
Judy Jardin, Frank Yeomans, Geoghan Coogan, Dennis Jason, Jen Jamgochian-Wlodyka,
Kristen Maloney, Wayne Iacono, Ivy Ash and Jim Hickey.
At 7:00 PM Chairman Mayhew called meeting to order in the Selectmen’s Meeting Room
Minutes:
Draft minutes from the January 8, 2013 Chilmark Board of Selectmen meeting were reviewed, corrections were made. Mr. Doty moved to approve minutes as corrected. Mr. Rossi seconded the motion. SO VOTED: 3 Ayes
Draft minutes from the January 22, 2013 Chilmark Board of Selectmen meeting were reviewed, corrections were made. Mr. Doty moved to approve minutes as corrected. Mr. Rossi seconded the motion. SO VOTED: 3 Ayes
Draft minutes from the joint meeting of the Selectmen & Harbor Advisory Committee held January 23, 2013 were reviewed. Corrections were made to these draft minutes. Mr. Rossi moved to approve minutes as corrected. Mr. Doty seconded the motion SO VOTED: 3 Ayes
Beach Committee:
Kristen Maloney of the Beach Committee asked for support from the Selectmen concerning their decision to allow the Beach Superintendent till May 2014 to become a certified life guard.
Mr. Rossi said that he will be quite clear on this subject and say that he expects the Beach Superintendant to be a certified life guard. Mr. Rossi said that Martina Mastromonaco came to speak with him about her inability to afford to pay for the certificate training. Mr. Rossi said that for the safety of Chilmark beach goers he is willing to change the decision made earlier and fund the training through the Beach Department budget.
Mr. Doty said that there has been surf rescue training for the seasonal lifeguards at Lucy Vincent for many years. Mr. Rossi moved to reconsider the Selectmen’s prior decision on this topic. Mr. Doty seconded the motion. SO VOTED: 3 Ayes
Mr. Rossi moved to authorize the Beach Department to pay for Mrs. Mastromonaco’s lifeguard training, with the condition she be a certified lifeguard by July 1, 2013. Mr. Doty seconded the motion. SO VOTED: 3 Ayes
Coleman Conservation Restriction:
Geoghan Coogan is present to finalize the Conservation Restriction process for his client Mr. Coleman. Mr. Coogan asked for the Selectmen to sign a letter acknowledging receipt of Coleman CR. Selectmen signed this letter.
Noblin Report:
The Selectmen’s Office has received an assessment of repairs needed to the Chilmark School done by the Noblin Company. Mr. Doty moved to request Peter Knight review this report with the Selectmen on the site and Mr. Doty to be paid for his consultation work. Mr. Rossi seconded the motion. SO VOTED: 3 Ayes
Harbor Department:
Mr. Doty said he is seeking comments on the latest harbor employee schedule he drafted. This schedule assumes an additional Assistant Harbormaster to work fulltime- seasonal. The present Assistant Harbormaster Richard Steves would return and work 26 hours a week.
Mr. Rossi recommended contacting Mr. Steves to confirm the hours we need and what he can cover. Harbor Master Jason said he would contact Mr. Steves again and report back to the Selectmen. Mr. Jason inquired how the Selectmen would like the hiring be done this coming season. Mr. Rossi recommended joint interviews with the Harbor department with the Selectmen. Mr. Jason, Mr. Doty and Mr. Mayhew agreed to this recommendation.
Mr. Doty said that the schedule will be redrafted when we have information about Mr. Steves’s hours. There was discussion of possibly having the Harbor open 7:00 AM to 7:00 PM rather than to 8:00 PM. no decision was made on the subject. Mr. Rossi said the Selectmen will look at this again at their meeting on February 19, 2013.
Dennis Jason said that he is concerned that there are now too many pilings at the fuel dock. Mr. Jason recommended cutting down every other one. The Selectmen said to leave them as they are for now having been built according to the bid specifications.
Solar:
Mr. Doty reported on the meeting he had with Bill Bennett, Richard Williams, Bill Randol, about the ownership of the solar array. Mr. Doty said that Melanie Becker had looked at the plan and would like to meet with Mr. Randol and Mr. Williams to discuss the financial implications of the proposed plan. Mr. Yeomans asked for information about the solar array. Mr. Carroll said he would send it to him.
Annual Town Meeting:
Town Clerk Jennifer Christy notified the Selectmen’s Office the Special Election dates. The State House Special Act 53 allows towns to override their bylaws to allow the election date to coincide with the Special Election date. Mr. Carroll said that this will save the town money.
Mr. Doty moved to keep Annual Town Meeting on April 22, 2013 but to hold our Annual Town elections on April 30, 2013. Mr. Rossi seconded the motion. SO VOTED: 3 Ayes
Mr. Rossi moved to adjourn, Mr. Doty seconded the motion. SO VOTED: 3 Ayes
At 8:55 PM meeting was adjourned.
