Selectmen's Meeting Minutes 11/08/12
Chilmark Board of Selectmen     November 8, 2012    Meeting Minutes

Present: Chairman Jonathan Mayhew, Bill Rossi, Warren Doty, Tim Carroll, Dennis Jason.

At 5:00 pm Chairman Mayhew called meeting to order in the Selectmen’s Meeting Room.

Harbormaster Dennis Jason reported on the storm damage to Menemsha and coastal areas.
A boat had capsized in its slip. 6 pilings are in need of replacement. Mr. Jason said a sailing vessel that was in harbor had put a lot of stress on some of the pilings and they are no longer sound.

Discussion turned to location of some of the pilings. Mr. Carroll will check with status of a request to relocate pilings that was submitted to Congressman William Delahunt’s office during his term. Congressman Keating will have inherited this request.  
  
Christine Flynn of the Martha’s Vineyard Commission arrived at 5:15 pm for a signature from Chairman Mayhew for a Island Wide Housing Assessment document. Chairman Mayhew signed MVC document. Ms. Flynn left.  

Phase III:
Project 2012-13
Mr. Carroll presented the lowest bid for project #2012-13 the demo and rebuild of transient yacht and fuel docks and installation of floating docks. Mr. Carroll said the reference checks were very favorable for Atlantic Support Installations.

Mr. Rossi moved to award the 2012-13 project to Atlantic Support Installations with a bid of $258,000.00 Mr. Doty seconded the motion. SO VOTED: 3 Ayes

Project 2012-14
Mr. Carroll presented the lowest bid for project 2012-14 the floating docks. Bellingham Marine submitted the bid at $119,994.00 Mr. Carroll said that there will be an addition of $6,800.00 for the delivery of the floating docks. Mr. Carroll said he did not include this delivery cost in the RFP but the other bidders had included it in their proposals. Bellingham Marine is still the lowest bid with the addition of $6,800.00

Mr. Rossi moved to award the project 2012-14 to Bellingham Marine with a bid of $119,994.00
Mr. Doty seconded the motion. SO VOTED: 3 Ayes
Mr. Carroll said there will be the additional $6,800.00 for the delivery.

Project 2012-15
Mr. Carroll presented the lowest bid for project 2012-15 the utilities. Fall River Electric submitted the bid at $68,880.00. Mr. Carroll said he received very positive reviews for Fall River Electric during the reference checks.

Mr. Rossi moved to award project 2012-15 to Fall River Electric with a bid of $68,880.00.
Mr. Doty seconded the motion. SO VOTED: 3 Ayes

Supervisor for Phase III:
Mr. Doty said that Kent Healy will be the supervisor for Phase III of the harbor improvements and repairs. Mr. Carroll said that he plans on a weekly meeting at the site throughout the project completion.

Mr. Doty said with the bid awarded to the contractors tonight the contingency for this project is approximately $130,000.00. Chairman Mayhew said he would expect these funds to be applied to additional dockage on the channel side.

Mr. Carroll said that the channel side dock will be addressed in the spring and planned to begin in September 2013.  

Government Storm Damage Assessment:
Mr. Carroll said that he has assessed $910,000.00 damage to town property from the recent storms. Mr. Carroll said he will be meeting with FEMA representative tomorrow to assess the damage.

Chairman Mayhew said that the Town of Chilmark needs to address the preservation of Stonewall Beach to protect connection to up island. Chairman Mayhew expressed concern in losing Hariph’s Creek Bridge in a storm.

Hunting Permission:
Chairman Mayhew recommended that the hunting request be approved to local residents and non residents should be granted a single area to hunt which they need to specify.
Mr. Rossi said he encourages hunting.

Mr. Doty moved to adjourn meeting. Mr. Rossi seconded the motion. SO VOTED: 3 Ayes
