Selectmen's Meeting Minutes 09/04/12
Chilmark Board of Selectmen    September 4, 2012    Meeting Minutes

Present: Chairman Jonathan Mayhew, Warren Doty, Bill Rossi, Tim Carroll, Jonathan Revere,
Michael Forgione, Remy Tumin

At 7:30 pm Chairman Mayhew called meeting to order in the Selectmen’s Meeting Room.

Minutes:
Draft minutes from August 21, 2012 were reviewed, corrections were made. Mr. Doty moved to approve the corrected minutes. Mr. Rossi seconded the motion. SO VOTED: 3 Ayes

Follow ups from the August 21, 2012 meeting were discussed. Mr. Rossi said he would walk the Deitrichs’s driveway with Mr. Carroll and have a recommendation for the Mass DOT.

Chairman Mayhew asked that the All Island Selectmen’s Meeting agenda include the Steamship Authority’s Clean Waters Act.

Phase III Dock Repairs Update:
Tim Carroll reported on suggested adjustments made to the budget for the Menemsha Phase III Project. The Funding from the State is $629,026.00. Materials have increased in cost so Mr. Carroll has recommendations for the Selectmen to review and adjust.

The latest budget proposal is as follows:
Extensions to steel pilings on West Dock                                                                  $   5,500.00

Mr. Doty said he would like at least $50,000.00 contingency. Mr. Carroll said that with the revision proposed tonight the contingency will be $20,000.00

Mr. Carroll reported that the Conservation Commission site visit was today and that they have the hearing for this project on their agenda for tomorrow.
   
Mr. Doty moved to endorse the proposed budget. Mr. Rossi seconded the motion.
SO VOTED: 3 Ayes




Preschool Bathroom Update:
Mr. Carroll reported that the Chilmark Preschool bathroom is completed and that Knight Builders did a great job.

Mr. Doty moved to accept that the bathroom is finished according to specifications and to release final payment to Peter Knight. Mr. Rossi seconded the motion.
SO VOTED: 3 Ayes

Mr. Carroll discussed financing of the unforeseen repairs outside of the project specifications. Discussion ensued. Mr. Doty moved to bill the Summer Program and Preschool each $2,500 and the school $1,900. This billing pays for the unforeseen repairs totaling $7,500.00.
Mr. Rossi seconded the motion. SO VOTED: 3 Ayes

All Island Selectmen’s Meeting:
Mr. Carroll asked if the Selectmen had any requests for the agenda of the All Island Board of Selectmen meeting scheduled for September 13, 2012 at 7pm at the Tisbury Senior Center. Chairman Mayhew said he wanted Mark Hanover to report about the Steamship pump out disposal system.

Electronics Collection for Charity:
Michael Forgione presented the Selectmen with a program he is working on that redistributes electronics to an elementary school sponsorship in Costa Rica. Mr. Forgione asked that this organization be allowed to hold an event at Menemsha parking lot area September 23, 2012.

Mr. Forgione said this event would have a collection station for used but working electronics, but also a chance for people and families to gather and be part of the event rather than just a drop off. Mr. Forgione asked that there be food and music allowed as well.

Mr. Doty said that he will not allow alcohol or drugs of any kind and stressed that Mr. Forgione keeps it a family friendly gathering. Mr. Doty also recommended this event be ended by dark.

Mr. Doty moved to approve this event with the understanding Mr. Forgione must contact Police Chief Cioffi and address any of the Chief’s concerns. Also the acoustic music is allowed from 4:00 pm till dark (no later than 8:00 pm) Mr. Rossi seconded the motion.
SO VOTED: 3 Ayes

Menemsha Comfort Station:
Mr. Carroll presented a request from Seth Karlinsky for payment on cleaning the Menemsha restrooms. This bill is for $6,400.00.

Mr. Doty recommended that the Town look into a counter similar to the one that the Chilmark Library uses to get actual numbers of the use at the Comfort Station. Mr. Mayhew said that Mr. Karlinsky has done a great job keeping the restrooms running smoothly.

Discussion about water use at the Comfort Station ensued. Mr. Doty recommended waterless urinals be installed if possible.
Garden Club:
Mr. Carroll presented the Selectmen with a Garden Club flower planting plan for the Comfort Station given to Mr. Carroll by Laurisa Rich.

Mr. Doty moved to approve the garden plan for the Comfort Station supplied by Laurisa Rich.
Mr. Rossi seconded the motion. SO VOTED: 3 Ayes

Allison Shaw Photography Class:
Selectmen’s office received a written request from Allison Shaw for permission to hold a photography class at Lucy Vincent as she has done for years. Mr. Rossi moved to approve Ms. Shaw’s request. Mr. Doty seconded the motion. SO VOTED: 3 Ayes

Police Department Vacancy Posting:
Mr. Carroll said Police Chief Cioffi sent a written request to the Selectmen’s Office requesting to post a position vacancy. In this request Chief Cioffi recommended posting “strong in house candidate” and “Academy training strongly preferred”.

Mr. Rossi moved to approve posting of vacancy. Mr. Doty seconded the motion.
SO VOTED: 3 Ayes

Harbor:
Mr. Carroll presented Selectmen paperwork to sign on the temporary hire of Courtney Collins to the Harbor Department. Selectmen signed paperwork.

Mr. Doty moved Bill Rossi good luck in the Triathlon this weekend. Mr. Mayhew seconded the motion. SO VOTED: 3 Ayes

Mr. Doty moved to adjourn, Mr. Rossi seconded the motion. SO VOTED: 3 Ayes
