Chilmark Board of Selectmen September 20, 2011 Meeting Minutes
Present: Frank Fenner, Warren Doty, Jonathan Mayhew, Tim Carroll, Todd Christy,

Minutes:
Draft minutes from September 6, 2011 were reviewed. Grammar corrections were made.
Mr. Doty moved to approve minutes as amended. SO VOTED: 3 Ayes
Menemsha Wave Wall:
Engineer Kent Healy spoke to the Selectmen about his review of the Pier Connector Wave Wall.
After hurricane Irene August 28, 2011 it was discovered that two sections of the wave wall under the pier connector where damaged. Mr. Healy suggested replacement of sections that could be done for approximately $5,000.00. Mr. Doty said to pursue an insurance claim for this.
Treasurer, Health Insurance:
The town’s treasurer Melanie Becker presented information to the selectmen about the proposed change to a rate saver health insurance program. The deductable for individuals will be$ 250.00 and max for family will be $ 750.00. This change has gone to a vote for a second time and passed, so our insurance will be changed to at rate saver program.
Middle Line Road:
Todd Christy as chairman of the DCRHA discussed the rental rates at the Middle Line Road. The selectmen discussed the cap for rents and Mr. Christy said there will be an appreciation of 3% yearly. Mr. Doty moved to cap the maximum rent at 100% of the Annual Median Income rates.
Mr. Fenner seconded the motion. SO VOTED: 2 Ayes, 1 Abstain Jonathan Mayhew
Menemsha Walk Through:
Chairmen Fenner proposed to schedule the annual walk through of the Menemsha harbor and waterways. It was discussed and the date and time will be September 28, 2011 at 8:00 am. The harbormaster will be invited to attend.
Mobile Solar Art Installation:
Diana Reilly asked permission from the selectmen to have an art installation at the beaches in Chilmark and the harbor. The show is a solar powered b chord. The 20 units all have a b note and will play b chord together. She presented a sample of this for the selectmen and all present to see and hear via her computer. Ms. Reilly said sun would have to be present for the installation to work so weather permitting the 23rd of September was proposed. Selectmen asked to be notified on the actual date since it might fluctuate with the weather.
Mr. Doty moved to approve the art installation at Menemsha beach. Mr.Mayhew seconded the motion. SO VOTED: 3 Ayes

Tri Town Ambulance:
Tri Town Ambulance chief Zeke / Paul Wilkins requested that the selectmen approve a temporary appointment of Jason Hallet as EMt. The temporary position is for 40 hours per week.
Mr. Doty moved to approve the temporary appointment of Jason Hallet. Mr. Mayhew seconded the motion. SO VOTED: 3 Ayes
Mr. Wilkins also requested that the selectmen approve advertising for two positions both EMTs one a 40 hr a week and the other 30 hr. a week. Mr. Doty moved to approve the advertisement of these positions. Mr. Mayhew seconded the motion. SO VOTED: 3 Ayes
Mr. Doty discussed the possibility of withdrawing Article 9 from the special town meeting. This would be done because the funds for paramedic training are available from the Tri-Town Ambulance budget. The insurance coverage that was allocated for the EMTs who have not been hired yet could be used for the training. Mr. Wilkins is agreeable to the Article 9 being withdrawn at special town meeting.
Mr. Mayhew asked for Zeke Wilkins to be present at the future selectmen’s meetings on Tri- Town Ambulance issues. Zeke Wilkins agreed to attend. The next tri-town selectmen’s meeting about the TTA will be held October 20, 2011, 7:00pm at the Chilmark town hall.
Chilmark Community Center:
The selectmen’s office received a request from Catherine Walthers president of Slow Food on Martha’s Vineyard. The request is a reduction in rental fee for the center. Mr. Doty recommended $50.00 rental with a $100.00 cleaning deposit. Mr. Mayhew moved to change the rental fee to $50.00 with the cleaning deposit being $100.00. Mr. Fenner seconded the motion.
SO VOTED: 3 Ayes
Hurricane Irene:
Mr. Carroll said the selectmen’s office has received a notice from Massachusetts Emergency Management Agency asking our municipality fill out Request for Public Assistance. This would begin a FEMA case file with possible 75% reimbursement of any monetary loss. Mr. Carroll has filled out the form and started the process.
At the all Island Selectmen’s meeting held on September 8, 2011, the issue of the Comcast failure during Hurricane Irene was discussed. The out come was that Mr. Carroll will send a letter to Comcast from all of the Island Selectmen reporting failure.
Confirm Sale of Surplus Vehicle:
Mr. Carroll presented documentation for selectmen to approve. The document is a bill of sale for the surplus 1994 Ford Bronco. The vehicle was purchased by Mr. Doty. Mr. Fenner moved to approve sale of the surplus vehicle. Mr. Mayhew seconded the motion.

USCG Plans for Menemsha Boathouse:
Mr. Carroll said that he has received contact from the Seattle USCG who is working on the plans for rebuilding the Menemsha Boathouse. These draft plans will be available for Selectmen and Historical Commission to review and share comment. The schedule will be for the Selectmen and Historical Committee to review prior to a public forum with USCG in mid October 2011.
Removal of Town Hall Siren:
Mr. Carroll said that Mr. Bunker received and supplied the Selectmen’s office with an estimate from Mr. Russillo to remove the non working siren from the Chilmark Town Hall. The estimate for this project is $2,800.00. Mr. Doty moved to proceed with this and have Mr. Rusillo remove the non working siren. Mr. Mayhew seconded the motion. SO VOTED: 3 Ayes
