Selectmen's Meeting Minutes 05/17/11

7:30 pm. Chairman Fenner called Meeting to order in the Selectmen’s meeting room

Minutes:
May 3, 2011 minutes were reviewed, corrections were made. Mr. Doty moved to approve minutes with corrections. Mr. Mayhew seconded the motion. SO VOTED: 3 Ayes

Tri Town Ambulance:
The Tri Town Ambulance Committee reported to the Chilmark Selectmen that the Town of Aquinnah voted to reduce the TTA budget by $26,000.00 at their annual town meeting. Mr. Mayhew said that the TTAC is working on this change. The TTAC offered the position of chief to finalist Tim Morrissey. He has accepted and may start as soon as June 1.

Shellfish Regulations:
Shellfish Constable Isaiah Scheffer presented the Selectmen the revised regulations. Mr. Mayhew clarified the section on diving to say; no commercial diving for shellfish is allowed in Menemsha or Nashaquitsa Ponds unless specifically authorized by the Board of Selectmen.
Mr. Doty recommended omitting section 22.b because it is not a shellfish regulation topic.

Mr. Doty asked if there was any public comment. With no public comment, Mr. Doty moved to close public hearing for the Shellfish Regulations. Mr. Mayhew seconded the motion.  
SO VOTED: 3 Ayes

Mr. Doty moved to adopt Shellfish regulations as presented by the Constable and amended. Mr. Mayhew seconded the motion. SO VOTED: 3 Ayes

Tea Lane Farmhouse:
The Tea Lane Farmhouse Committee and the Chilmark Selectmen are holding a public hearing on May 24, 2011 at 7:30 to take comments and input from the community on the plans to preserve and update the farmhouse. Mr. Carroll is working with Elise Elliston to display the most recent plans for preview at the Town Hall.

Tea Lane Farm:
Martha’s Vineyard Land Bank would like to have a pasture area at Tea Lane Farm to be leased for this coming growing season. Selectmen agreed that allowing the pasture to be used would be a good idea. Mr. Doty stated that this is not a farm plan. This lease would end at the conclusion of the 2011 growing season. Mr. Doty moved to allow MVLB to proceed with a short term lease for the pasture. Mr. Mayhew seconded the motion. SO VOTED: 3 Ayes



Beach Committee:
The chairman of the Beach Committee, Steve McQuiggan, presented the Selectmen with a plan for the Inns’ passes to Lucy Vincent Beach this coming season. Mr. McQuiggan credited Martina Mastromonaco for working out the plan.

The plan states the Beach Department will allow one car pass for each room at each Inn. The stipulation being that the car with guests would not be allowed to enter the parking lot between 11:00 am and 3:00 pm. The Beach Committee will not allow access to Squibnocket using the Inn Guest Car Passes. The Inns are responsible for purchasing the passes to Lucy Vincent but are not obligated to do so.

Martina Mastromonaco said that there will be constant supervision of the plan and the Beach Committee will evaluate the plan over the summer. They might allow access to the Inn guests in cars if the attendance is low between 11:00am and 3:00pm.

Mr. Doty moved to approve the Beach Committee’s parking proposal for Inns for a one year trial period. Mr. Mayhew seconded the motion. SO VOTED: 3 Ayes
Mrs. Nixon thanked the Selectmen for the trial Inn passes.  

Martina Mastromonaco said that the access road to Lucy Vincent Beach needs to be cleared of brush to improve visibility. The new culvert orientation makes the road a single lane in more areas and cleared brush will encourage safer travel.

The Selectmen discussed looking into public parking at the landfill with a possible shuttle connection from the VTA. It was noted this could free up parking spots in Menemsha and at other Chilmark sights. Mr. Carroll will ask for a VTA representative to attend the June 7th Board of Selectmen meeting to discuss shuttle possibilities.

Menemsha Pier Connector:
The Selectmen have received a request for an extension of the completion date from C. White Marine. Mr. Doty moved to allow an extension to June 3, 2011. Mr. Mayhew seconded the motion. SO VOTED: 3 Ayes
Mr. Carroll will let C. White Marine know they must allow utility contractors on site to work on Monday, May 23, 2011.

Middle Line Road:
There will be a meeting May 18, 2011 with the Owners Project Manager and Seaver Construction. Mr. Doty said that they will probably slow down the project for quality’s sake. Occupancy of units will be pushed back to possibly the end of October.

Island Housing Trust: “Home Tracker” The IHT has proposed a plan to manage the available houses for rent. Mr. Mayhew asked this be reviewed by our Housing Committee and that they report back to the Selectmen after their review.



Chilmark Community Center Yoga Retreat:
Kathy Bega asked the Selectmen to approve a Yoga Retreat for Columbus Day weekend. The Retreat would be October 7, 8 and 9th. Mr. Doty moved to approve this request pending approval of dates and payment of a $400.00 rental rate and $200.00 cleaning deposit. Mr. Mayhew seconded the motion.
SO VOTED: 3 Ayes

Chilmark Community Center MV Film Festival:
Thomas Bena asked the Selectmen to approve the MV Film Festival’s use of the Chilmark Community Center on March 15-19. They would use the 15th and 19th for set up and clean up. Mr. Doty said the Chilmark School usually has gym on Thursdays and recommended that the MV Film Festival be allowed to set up after 3:00 pm. Mr. Doty moved to approve the request from the MVFF for use of the CCC from March 15 after 3:00pm -19th with the same terms and conditions as last year. Mr. Mayhew seconded the motion. SO VOTED: 3 Ayes

Annual Appointments:
The Selectmen received the Appointment Recommendation List from Tim Carroll. * This list is attached to the end of these draft minutes. Mr. Carroll pointed out that Mr. Jacob Bassett is still in his initial evaluation period as Assistant Shellfish Constable. Mr. Doty moved to approve appointments recommend by Mr. Carroll. Mr. Mayhew seconded the motion.
SO VOTED: 3 Ayes

The Selectmen have also received an annual appointment request from Police chief Brian Cioffi.

SO VOTED: 3 Ayes.

Mr. Carroll has asked committees to seek letters for re appointment. When these have been received, Mr. Carroll will present them to the Selectmen.

Bulkhead Leases, Creek Lot Lease:
Selectmen signed Bulkhead Leases and one remaining Creek lot Lease (others had already been signed at a previous Selectmen’s Meeting).

Shellfish:
Stanley Larsen has written to the Selectmen asking them to look into the Nomansland area for a mussel grant. The Selectmen invited Mr. Larsen to attend the Shellfish hearing to be held May 19, 2011 at 5:00 pm in the Chilmark Town Hall.

Up Island Regional School District:
The Superintendents office has sent notice to Chilmark of its intent to borrow $1.5 million dollars for repairs to the West Tisbury School. The Selectmen requested that the Superintendent’s office supply a description of the expenditures for the repairs. Selectmen would like the Superintendent to be invited to the next Board of Selectmen’s meeting to address the borrowing for West Tisbury school repairs and the plans for the new Superintendents of Schools building.

Mr. Fenner announced Chilmark’s Shellfish Constable Isaiah Scheffer’s Scallop presentation will be 5:30, Wednesday May, 18 2011 at the Chilmark Library.
Mr. Fenner moved to adjourn Mr. Mayhew seconded the motion. SO VOTED: 3 ayes 8:54 pm.
