Chilmark Board of Selectmen Minutes November 8, 2004
Present: Warren M. Doty, Frank M. Fenner, Jr.,J.B.Riggs Parker, Tim Carroll, Steve Schwab, Molly Flender, Billy Meegan, Tip Kenyon, Zee Gamson, Rachel Levin
Meeting called to order at 4:00 PM in Conference Room 1 at the Town Hall.
Middle Line Road Consultant RFP
The Selectmen discussed the recommendation of the RFP Evaluation Committee to award a contract to South Mountain Company for a development plan for Middle Line Road. There was discussion.
Mr. Parker moved and Mr. Fenner seconded a motion to award a contract to South Mountain Company if they are willing to contract for the scope of work as shown in the Request For Proposals sections 1 & 2. SO VOTED: Three Ayes.
Mr. Carroll will speak to Ron Rappaport about the contract and Mr. Doty will speak to Mr. John Abrams.
Financial Statements
The board discussed the financial statements received on November 2nd. Mr. Fenner asked why the Council on Aging only had 18% remaining in this fiscal year. There was discussion that landfill capping report was confusing.
Mr. Parker said he would like the summary report monthly. Mr. Fenner asked for another column to show amount spent this month and year-to-date. Mr. Parker asked for a report of all open warrant articles.
Mr. Fenner said that the town should pursue all properties in arrears for taxes. Mr. Carroll recommended that the Selectmen speak with the Board of Assessors. The Selectmen agreed that the town should pursue all tax delinquent properties.
The Selectmen asked for a copy of all town owned lands and any restrictions on them.
