Planning Board Subcommittee Minutes 02/12/18
APPROVED
Chilmark Planning Board Subcommittee Meeting
Monday, February 12, 2018
Present: Janet Weidner, Chair, Peter Cook
Not Present: Joan Malkin
Public: Thomas Bena
Staff: Jennifer L. Christy
Meeting called to order at 3PM:
  • Planning  Board Menemsha Master Plan Forum Discussion:
  • The subcommittee members discussed the forum and feedback received from attendees.
  • The subcommittee observed that most of the ideas presented were positively received. The members identified the proposed walkway between the Menemsha Market and Basin Rd. intersection, the walkway around the DiMaura proposal, the stop sign at the intersection of Basin and North roads, and the VTA bus turn-around at the Comfort Station were the major areas of discussion at the forum on Feb. 9, 2018.
  • The subcommittee members asked Ms. Christy to make a draft of a list of recommendations from Brewster’s report. A structure for this list could be as follows:
  • A first section of 3-4 items that the subcommittee selected from the Brewster report for more immediate pursuit by the Town.
  • A second section would be the non-controversial items.
  • A third section might be the “in-between” topics such as the walkway from Comfort station and the beach sand barrier retrofit.
  • And a final section would be the items that would take further review:
  • Basin Road path delineation and traffic mitigation elements and signage
  • Galley area turn-around idea
  • Discussion re Meeting with Conservation Commission on Feb. 7, 2018:
  • The subcommittee discussed the meeting with the Conservation Commission briefly.
  • The ConComm has agreed to pursue the creation of a resource area map in Menemsha.
  • Mr. Cook suggested that the creation of the resource map right away could impede the process of establishing a bus turn-around on the Northwest side of the Comfort Station due to the fact that there are differing views on what areas of the ‘dune’ area are manmade and natural and in need of preservation.
  • Ms. Weidner suggested that the subcommittee present the list of priorities, once it is finished, to the Board of Selectmen.
  • Discussion of Meeting with ZBA (Jan. 24, 2018) re the Residential Building Size Regulations Biennial Report:
  • Brief discussion occurred.
  • The subcommittee read Ms. Malkin’s emailed conclusions about the ZBA meeting.
  • The subcommittee asked Ms. Christy to determine what was done previously to report to the Annual Town Meeting on the Biennial Report and bring this information back to the subcommittee for review.
  • Correspondence:
  • The subcommittee reviewed the letter from Debbie Packer.
  • The subcommittee reviewed the email from Tim Carroll.
  • Discussion occurred about the role of the Conservation Office in town and how the topic of climate change will be possibly change the job description.
  • Minutes:
  • January 17, 2018 minutes were reviewed and approved as written.
  • Next Meetings:
  • Tentative Meeting of the subcommittee on Tuesday, Feb. 20th or Wednesday, Feb. 21st, 2018.
  • Board of Selectmen Meeting, March 6, 2018, 5PM
  • Action Items for Feb. 20th or Feb. 21st , 2018 Meetings:
