Present: Janet Weidner, John Eisner, Joan Malkin, Mitchell Posin, Chris MacLeod, Peter Cook, Rich Osnoss, Chairperson

Meeting called to order at 4:36 PM
  • FORM A, Reid Silva, VLSE, for Fulenwider, Constance, 35 Harlock Pond Road, Map 1 Lot 12
  • Mr. Silva submitted and reviewed the Form A plan and the application with the Board. It was determined that the 18 acre lot could be subdivided into more than 3 conforming lots, under town zoning restrictions, but Mr. Silva noted that there are restrictions on the lot within the Seven Gates association that are more restrictive than the Town.
  • Brief discussion occurred. The Form A plan would allow for 2 nine acre lots with two main houses on each lot and a guest house on one.
  • Ms. Malkin moved to endorse the Form A. Mr. Posin seconded the motion. The Board voted to endorse with one abstention.
  • FORM A, Reid Silva, VLSE, for New Property MV, LLC (formerly Harris property), Map 9 Lot 2.1
  • Mr. Silva submitted and reviewed the Form A plan and the application with the Board.
  • Mr. Eisner moved to endorse the Form A. Mr. Posin seconded the motion. The Board voted to endorse with one abstention.
  • FORM A: Vineyard Open Land Foundation (VOLF) Squibnocket Access Causeway
  • Mr. Eisner moved to endorse the Form A. Mr. Posin seconded the motion. The Board voted to unanimously endorse.
  • Menemsha Master Plan Review & Update:
  • Ms. Weidner provided a short summary of the current activities of the subcommittee regarding the Master Plan. There was a brief update on the information gathered from Angie Grant of the Vineyard Transit Authority (VTA). Pedestrian and traffic safety is the overriding concern of people who have provided input to the subcommittee and the subcommittee is interested in pursuing some “fixes” in Menemsha that are not difficult to implement. Ms. Weidner stated that the chairman of the Board of Selectmen has inquired if the Board will want to present a warrant article for the 2017 ATM that would include funds for the implementation of traffic and other safety measures in Menemsha.
  • Town Paths Committee Update:
  • Mitchell Posin gave a short update on the progress. He stated that the committee is meeting and attempting to put together a plan to present to the Board and the Selectmen.

  • Correspondence:
  • Discussion occurred regarding the letter from ZBA re Dwellings on Subdivisions and plan for attendance at a ZBA meeting. The document titled Criteria for Guest House on Previously Approved Subdivisions was reviewed and it was determined that changes are needed.
  • Ms. Christy offered to research the origin (1990 and 1995) and proper placement of the document so that the document does not get lost and forgotten. Mr. Cook noted it appears to be page 27 (xxvii) and 28 (xxviii) of an existing document.
  • The Board discussed the document and noted that there are deficiencies in the document.

  • The minutes for Sept. 12, 2016 were reviewed. The minutes were approved as written.
