Chilmark Planning Board Subcommittee Meeting

Meeting called to order at 5PM:
- Mr. Eisner and Ms. Weidner reviewed and summarized the Master Plan Workshop they both attended on Saturday, September 17, 2016 at the Howes House in West Tisbury.
- Ms. Weidner asked Ms. Christy to make copies of the Master Plan outline for the other subcommittee members.
- Mr. Eisner noted that the Finance Committee should be an entity that is invited to attend a Planning Board subcommittee to discuss the Menemsha Master Plan.
- Ms. Weidner asked Ms. Christy to inquire if the Finance Committee will be meeting prior to the October 24th Special Town Meeting.
- Ms. Weidner stated that a key point that was noted at the workshop was to identify and act on some “low hanging fruit” to build community interest and build community commitment to the plan through the achievement of small successes.
- Ms. Weidner also stated that the workshop leader also noted that even though there may be different “neighborhoods” in Chilmark there needs to be an overarching plan that connects the whole town.
- Mr. Cook stated that some actionable items that have been identified throughout the input-gathering process that could be achieved without an impact on conservation areas or other areas that require extensive process:
- Stop sign at Basin Road
- Sidewalk area around the DiMaura’s curve across from the Bite restaurant
- Ms. Malkin and Ms. Weidner noted that the small actionable items need to be ones that are a good plan for the future. Mr. Cook asked for identification of these items.
- Ms. Malkin noted the bus drop off location work needs to be determined and relocated.
- Discussion occurred about what safety items in Menemsha could be accomplished and put in place by the 2017 summer.
- Mr. Cook suggested more direction to visitors that would be available online or through an app. He further noted that direction could be given to help visitors know what behavior is appropriate in Menemsha. Mr. Cook also noted that it would be helpful to know whether the Board of Selectmen would authorize a fund for Menemsha through which the funding for this small improvements could be taken.
- Ms. Weidner noted that the Master Plan-Menemsha process is long-term and next summer 2017 could be a good testing time for some of these small changes.
- Mr. Cook noted quick items that could be changed in Menemsha:
- Smaller parking areas or ones for only compact cars or a limit for a certain kind of cars (trucks/suvs)
- Clearly marked areas that coincide with the signage for the parking
- The subcommittee members asked Ms. Christy to arrange a meeting/walkaround with Tim Carroll in Menemsha for sometime on Thursday, October 6th.
- The subcommittee reviewed the lists submitted by Ms. Malkin and Ms. Weidner to identify “low-hanging fruit”. Xs were made on the “public safety list” submitted by Ms. Weidner. Those items were:
- Designate compact car parking spaces
- Make existing off-site parking more appealing (port-a-potty; shelter; signage)
- Three way or two way stop at base of hill
- Additional signage: further away from town for off-site lot (e.g. town center and at the triangle)
- Public relation piece: How to use Menemsha; could be for main season and slightly diff for shoulder seasons
- Additional vehicular signage in general
- Bike sharing station/ bike rack
- Ms. Weidner and Mr. Eisner noted that the workshop presenter mentioned that a completed Master Plan is “just the beginning” and the Planning Board needs to be involved with the entities that will implement the plan’s objectives.
- Ms. Weidner asked if Ms. Christy could inquire about the process for making traffic changes in Menemsha such as painting new lines for pedestrians and parking in Menemsha and stop signs.
- Mr. Cook inquired whether the high school could design and build a modular shelter at the satellite parking area at the transfer station.
- Ms. Christy volunteered to identify what the schedule would be at the high school to design and build a shelter at the transfer station.
