September 12, 2016
Present: Janet Weidner, John Eisner, Joan Malkin, Mitchell Posin, Chris MacLeod, Peter Cook
Not Present: Rich Osnoss, Chairperson, Mitchell Posin
Public: Christine Flynn (MVC), Reid Silva (VLSE), Ann Wallace (Housing Committee)

Meeting called to order at 4:30 PM
  • Christine Flynn, MVC:
  • Ms. Flynn summarized her reason for visiting the Board and her hand-out provided to present the current draft terms and definitions for Affordable and Community Housing
  • Ms. Flynn would like the Planning Board to review the terms and definitions and ask that the Board consider supporting these terms and definitions. She would like to plan to return to the Board later in the fall to a public hearing and have the Town adopt the terms and definitions.
  • Ms. Malkin asked how Ms. Flynn is ensuring that the terms and definitions do not conflict with the current zoning bylaws. Ms. Flynn stated that she is working with the Housing Committee to closely review the bylaws in Chilmark to identify any bylaw conflicts or omissions.
  • Ms. Flynn asked that the Planning Board review the document that she has provided and she stated that she would schedule a time to return to the Board.
  • Form A: Vineyard Open Land Foundation (VOLF) at Squibnocket:
  • Mr. Silva submitted the Form A Application and plan to the Board. The Form A plan was reviewed and summarized by Mr. Silva.
  • The history of VOLF’s work in preservation was discussed.
  • Ms. Malkin noted that the area is within a coastal DCPC and should be referred as a District of Regional Impact (DRI). Discussion occurred about the ramifications of a referral to the MVC and the practical implications of a referral.
  • The Board took no action and agreed to take up the topic again at the next meeting on September 26th.

  • Correspondence:
  • The Board reviewed the letter from Ms. Larsen and briefly discussed the progress on Town Paths in Chilmark.
  • The Board decided to await word from Road Agent Mitchell Posin at the next meeting on the progress of the Town Paths.
  • The Board reviewed the letter from the Zoning Board of Appeals regarding guest houses and the Planning Board’s requirements regarding guest houses and other dwellings on previously approved subdivisions and parcels of land that were not approved subdivisions.
  • The Board agreed to postpone the discussion until September 26th to consult with the chairperson and to decide on a time to attend a Zoning Board of Appeals to come to an understanding.

  • The minutes July 25, 2016 were reviewed. The minutes from August 8, 2016 were reviewed. The minutes from August 22, 2016 were reviewed. July 25th and August 8th were approved as written. The minutes of August 22nd were approved with an amendment.
