Meeting called to order at 3:15PM:

  • Weldon Properties, Map 25, Lot 17-2 & 17-4:
  • The committee agreed to postpone this discussion to the meeting of the Planning Board at 4:30PM.
  • Accessory Apartment Bylaw Amendment Flowchart:
  • The committee reviewed the flowchart and suggested that we have a three-slide presentation at the public hearing that details the flow of gaining an accessory apartment.
  • The committee agreed to meet on Thursday, December 4, 2014 at 9AM. Janet asked Jennifer to call Jessica Roddy to see if she may attend the meeting to prepare for the December 8th public hearing. Janet suggested that the slides be created in a Powerpoint presentation instead of a flowchart/paper form. Joan suggested that an extra page(s) may be created in the powerpoint stating, “possible uses” for Accessory Apartments.
  • Master Plan Discussion:
  • Discussion occurred regarding Janet’s spreadsheet and Joan’s email. Joan suggested that the organization of the Master Plan should prioritize the goals and objectives in each section and also assign the primary responsible entity to the objectives in each section.
  • Bylaw Amendment and Rules & Regulations Governing Subdivisions:
  • Discussion occurred regarding amendments to these two documents regarding town and/or subdivision water sources, zoning bylaws regarding pools.
  • Discussion occurred regarding whether Chief Norton could identify where there are water sources in town and where there are none, but may be needed.
  • The committee agreed to make amendments to the Rules & Regs. Governing Subdivision in one fell swoop. Joan agreed to make some amendments to the subdivision rules and regulations amendments so far proposed and bring them back to the next meeting of the subcommittee. It was further discussed whether a subdivider is now required to name the way in the subdivision, if not already named.
  • Dan Seidman, Tisbury Planning Board:
  • Janet introduced the subcommittee to Mr. Seidman.
  • Mr. Seidman gave an overview of the planning process in Tisbury and their work to create and implement a visioning process for the town. The visioning process is being used to create an updated Master Plan for the town of Tisbury. Mr. Seidman stated a Tisbury Planning Board member, Cheryl Doble, is experienced in visioning and has led the effort in Tisbury.
  • Mr. Seidman noted the town’s website has links to the visioning process and results: http://www.tisburyma.gov/Pages/index
  • Mr. Seidman noted that an important element of the visioning/Master planning process is a concept called “buy-in” from community members in order to avoid “shelf-ware” (well-considered documents that are not used in planning.) He detailed the step-by-step process of the visioning/planning process to encourage buy-in and commitment to change that will really address the desires of people for their town.
  • Mr. Seidman noted he would like to meet jointly with other island Planning Boards to maximizing the impact of common initiatives that would address issues such as open space preservation and access to that open space, enticement and accommodation of the tourist economy.
  • Janet asked what the final product of the visioning/planning process may look like in Tisbury. Mr. Seidman stated he hopes there is a published ‘plan’ for each goal and the concrete objectives/action plan to reach that goal.
  • Mr. Seidman noted that outreach to the stakeholders in town to find out what elements those people think may be important to implement and/or incorporate is very important.
  • Joan noted the important goal for Tisbury seems to be to encourage specific traffic that is tied into the resources of the island in order to patronize businesses and, in the end, create more jobs. Mr. Seidman agreed that that is the focus in Tisbury right now but that the issue is broader. He noted, for example, the role of the high school in the island’s sustainability. Students could be connected with businesses and other organizations on the island to apprentice.
