Meeting called to order at 4:31 PM.
- Planning Board Procedure Discussion:
- The Form C Procedure document was reviewed by Joan briefly and the Board decided to review the procedure at the next meeting.
- It was noted that a Planning Board new member binder should be created to provide to all members of the Board and any new members.
- Discussion also occurred regarding successive Form As and the procedure by which these are reviewed and endorsed. Joan took notes regarding what kinds of control the Board does not have over Form As that they do have over Form Cs. Rich noted that it would be interesting to know what lots are left in town that have sensitive areas within them and where successive Form As would possibly be detrimental to the landscape. John noted there was discussion in the past about a limit on the number of Form As in a certain time period.
- Zoning Bylaw Draft Amendments: Update from the Subcommittee
- Accessory Apartment Bylaw Draft #18:
- Janet reviewed and explained the Accessory Apartment bylaw amendment as it exists now, after a small number of comments were incorporated from the meeting with the ZBA.
- Janet made a motion to send the bylaw amendment to the Board of Selectmen with the amendment to change the second line under the bullets to “to give” rather than “giving”. John seconded the motion. All ayes.
- Zoning Bylaw Draft Amendments: Update from the Subcommittee
- Historical Building Draft Bylaw:
- Janet summarized the status of the historical building draft amendment bylaw and noted that at the next meeting of the subcommittee it is likely the amendment will be sent to the Planning Board meeting on the 10th of November.
- August 25, 2014 was reviewed. Changes were made to the draft and approved as amended.
- Sept. 22 Minutes: Approved with changes.
- Healthy Aging Initiative Presentation:
- Peter Temple gave a powerpoint presentation on the status of aging on the Vineyard.
- Peter handed out two documents to accompany the Powerpoint presentation:
- The Visitability Code Language Samples/ Sample Visitability Bylaw Language
- Affordable & Community Housing Zoning Analysis on Martha’s Vineyard and Matrix.
- Discussion occurred between the Housing Committee and the Planning Board
- Jessica suggested that a joint meeting of the Planning Board and the Housing Committee Meeting occur in the near future. Rich asked Jennifer to please set up a meeting in the near future.
