Meeting called to order at 3:02PM:

Historical Structures in Town
  • Board members discussed the tasks of the meeting and reviewed the notes and minutes of the last meeting in April.
  • Use the Master Plan (79 bldgs.) to determine which buildings would be covered.
  • Use the bldgs. that garnered an “a & b” on Dan’s spreadsheet to determine if a lot owner would gain anything by demolishing the buildings.
  • Ms. Malkin suggested the Historical Commission be consulted on the group of bldgs. that would covered in this bylaw.
  • Additions/criteria for review process were discussed.
  • The subcommittee discussed the impetus for Historical building bylaw amendment discussion.
  • Ms. Malkin inquired whether the town would want to encourage illustrative examples of historical bldgs. or preserve hist. bldgs. to be used and lived in.
  • Ms. Malkin noted that she thought the direction of the subcommittee should be to develop a bylaw that allows the full benefit of living area, for someone who owns a lot with a hist. home on the lot, but that requires the lot owner to only renovate the hist. bldg. in a way that preserves the hist. structure.
  • Ms. Malkin suggested that if a person wanted to renovate the existing hist. bldg. then they would need a special permit and that one of the criteria for the ZBA to consider is the report from the Historical Commission.
  • Discussion occurred about the definition of renovation.
  • Ms. Malkin agreed to draft a bylaw .
  • The members decided to invite Lenny Jason, Bldg. Inspector, Jane Slater, Hist. Comm. Member, Kate Warner, the ZBA members and others to a future meeting.
  • Ms. Christy was asked if she would contact the town columnists to put an announcement in the week before that the subcommittee would be reviewing a draft bylaw and would be interested in feedback on the issue of hist. bldgs. and their preservation.
  • More discussion occurred concerning the content of a draft bylaw.
  • More discussion occurred about the current town bylaw for the demolition of hist. bldgs. and the possibility for amending that bylaw to achieve the ends that are being discussed.
  • Other options were discussed. It was questioned what other towns do with historical structures. Ms. Christy was asked to gather information from other towns.
  • Minutes: March 31, 2014 & April 14 minutes were reviewed. Motion was made to accept the minutes with no changes. The motion was seconded. All ayes.
  • Next Meeting: June 9, 2014, 3PM
