Meeting called to order at 3:05PM:
Historical Structures in Town
- Chair Weidner called the meeting to order. She described the work that Mr. Greenbaum has done with the spreadsheet provided by Pam Bunker, Asst. Assessor. The spreadsheet is used to determine exactly how many historical houses are in town. Mr. Greenbaum explained notations in the spreadsheet (see the accompanying email from Mr. Greenbaum dated April 10, 2014.)
- Discussion occurred regarding the information in the spreadsheet and an apparent incentive that may be inadvertently provided by the new residential bylaw to tear down historic structures on the lot. Mrs. Goff noted she had reviewed the spreadsheet results with the Building Inspector.
- Discussion occurred regarding how to determine which part of a historic structure is old.
- Further discussion occurred about the need for a baseline of historic structures to refer to in the proposed bylaw, such as those houses existing up to a certain year.
- Discussion occurred about the particular criteria under which you would go to the Board of Appeals to gain a special permit to have a historic structure not counted in the overall calculation of the square footage of the living area.
- Discussion occurred about whether an incentive to not tear down an historic structure would be in the form of relief from the review threshold and the maximum allowed or just relief from the review threshold.
- Ms. Malkin volunteered to draft a proposed bylaw amendment.
