Subcommittee Workgroup Meeting

Meeting called to order at 11:10AM
- Review: Documents in Permanent File
- Reviewed documents submitted by Dan Greenbaum
- Documents #1 & #2 (Determining Threshold for Large House Review of January 18, 2012 & Recap of Threshold Alternatives of February 17, 2012) were reviewed.
- Chair Thompson advocates for the inclusion of these documents. Ms. Weidner agreed. Both agreed the two documents showed evidence of the thought process the subcommittee followed and the wide net of the research.
- Brief discussion occurred about the whereabouts of documents submitted by Joan Malkin regarding the bylaws in other towns.
- Discussion occurred about creating a functional file as opposed to a chronological file. Chair Thompson advocated the creation of a chronological file. The idea of a functional file accompanied by a chronological timeline was discussed.
- Documents #3 & #4 (Temporary Large House Regulations of June 9, 2012 & Temporary Large House Regulations –Discussion Topics of June 27, 2012) were reviewed.
- Chair Thompson advocates for the inclusion of these documents. Ms. Weidner agreed.
- Documents #A1, A2 & A3 (House Size Trigger & Limitations of Sept. 16, 2012, Rationale for Establishing Review Threshold Levels of November 12, 2012 & Rationale for Establishing Cap Levels of November 12, 2012 and amended March 2013 to reflect refined analysis and actual proposal) were reviewed.
- Chair Thompson advocates for the inclusion of these documents. Ms. Weidner agreed.
- Request for documents from Dan Greenbaum
- Rationale for the 250ft slope
- Analysis of rate of change over acreage
Recommendation of how to record a snapshot of data for existing dwelling size and dwellings and lot size.
- Should we have raw data charts or the spreadsheet (like on the t-shirt) is adequate? Is it enough to have the scatter chart or is it necessary to have the raw data on the spreadsheet.
- Ms. Weidner thinks it would be good to know what the town looked like at the time that the bylaws were developed.
- Request from Dan for document titled, “Data Relevant to Size of Residence” dated October 29, 2012 in email with subject, “Latest version of all those numbers.” (see email forwarded to J. Christy from Chair Thompson on Sept. 17, 2013.)
- Ms. Weidner noted the need to have the discussion/documents regarding proceeding with a straight slope for increasing acreage as opposed to developing a stepped increase. She requested that Ms. Christy research and find in the minutes the instances of the discussion and resolution.
- Ms. Weidner suggested the creation of a document that lists the people that were guests at particular meetings and a reference to the date of that meeting and a link to the agenda and minutes from that meeting.
- Chair Thompson noted the November 26, 2012 Planning Board minutes and the summary given by Ms. Weidner as a critical record. Ms. Weidner asked Ms. Christy to locate the minutes of this meeting and the handout that was created for that meeting. The minutes for the subcommittee meeting on November 5, 2012 were reviewed as well and Ms. Christy was asked to collect the documents for those two meetings for next meeting of the subcommittee workgroup. Ms. Christy was asked to provide the final document that was presented at the public hearing in December 2012.
- Minutes:
- August 26, 2013 Minutes were reviewed. Ms. Weidner moved to approve the minutes as written. Chair Thompson seconded the motion.
