APPROVED Meeting Minutes
Monday, April 8, 2013 @ 4:00 PM

  • Meeting was called to order by Chair Janet Weidner at 4:00 p.m.
Site Visit Taylor Map 20, Lot 99:
  • The Board members met at the Chilmark Town Hall and traveled to 28 Homeward Way, on North Road, to a site visit at Constance Taylor’s lot (Map 20, Lot 99). Discussion occurred about the access to the lot and the change in width & adequacy of the road as it travels to their lot from North Road. Reid Silva presented the proposal that, in the event of a subdivision of the lot, the owners extend the 20ft wide right of way and not be required to create a 40ft easement to the newly subdivided lot. Board members agreed to ask the Taylors to request the abutters to allow them an easement on their land (the abutters are family members) so that the entire access is the full 40 ft right of way.
PUBLIC HEARING: Form C Application Mayhew Map 30, Lot 48.1:
  • Chair Weidner opened the public hearing at 5:00PM.
  • The Chair read the hearing advertisement posted in the paper.
  • The Chair read letter submitted by the Martha’s Vineyard Land Bank (MVLB).
  • The Chair read letter submitted by Jay Lagemann.
  • Reid Silva reviewed the plans.
  • Brief discussion occurred regarding access, the Chilmark Town Forest and a response to the MVLB, and the Chair closed the public hearing.
  • Rich Osnoss moved to continue the public hearing to May 13, 2013 at 4:30PM. Ms. Thompson seconded the motion. JW-aye, CT-aye, AF-aye, DG-aye, JF-aye, RO-aye, MP-aye
Preliminary Discussion: Peter & Sally Cook, 12 Heath Hen Way, Map 18, Lot 47.2:
  • Mr. Cook reviewed the situation at 12 Heath Hen Way and noted they would like to build on the lot but had question regarding frontage. The Board suggested the Cooks explore the possibilities of gaining 100’ of frontage through an agreement with their abutters. The Cooks agreed to pursue this option.
Preliminary Discussion: Sue Craver & Vicky Bartels, 39 & 47 Blueberry Ridge Lane, Map 8, Lot 67 & 68:
  • Brief discussion regarding upcoming Form A Application from Sue Craver and Form C Application from Vicky Bartels.
Form A Application Greatfield Nominee Trust, Map 9, Lots 2.1:
  • Signatures on maps by board members were made.
Building Envelope Approval Letter: Squibnocket Farms, Map 35 Lot 1.4:
  • Signatures on letter by board members were made.
2014 Reappointments
  • Brief Discussion re appointment as representatives to Housing Trust, CPC & SPDAC

With no more business to discuss, Chair Weidner adjourned the meeting at 6:10 pm.
