Meeting Called to Order: 9:05AM
  • Chair Weidner suggested the subcommittee use the checklist, submitted by Ms. Malkin and titled “Issues from Public Hearing”, to organize the morning’s discussion.
Detached Bedrooms Definition
  • Subcommittee members reviewed the comments from the public hearing regarding the proposed detached bedroom (DBR) bylaw.
  • The subcommittee agreed to recommend the proposed DBR bylaw, as presented at the public hearing, to the Planning Board but suggested further review was needed to determine if the bylaw should include more than one DBR through a special permit. There was some discussion regarding what criteria would be used to grant or deny a special permit for a DBR(s) in addition to the one allowed.
Residential Bylaw Discussion:
  • Discussion occurred regarding the measurement of space and how to define this measurement. It was agreed that a simple and consistent measurement must be used. It was further agreed the Assessor Dept.’s “gross living area” measurement was the most readily available and appropriate number for this proposed bylaw’s purposes.
  • Discussion occurred regarding the rate of increase in allowable living area as the acreage increases. It was agreed that the subcommittee would recommend the rate of increase be changed to 500/sq. ft. of gross living area, as opposed to 250/sq. ft. of gross living area.
  • The review process section of the proposed bylaw was discussed and Mr. Osnoss suggested the subcommittee recommend to the Planning Board the inclusion of a requirement that the Site Review Committee (SRC) submit a report to the Zoning Board of Appeals (ZBA) and that the ZBA issue a special permit only after consideration of the SRC’s report.
  • Other items were discussed to be included in the review process: water usage, energy usage, habitat impact, and protection and preservation of archeological resources.
