Meeting Minutes
Tuesday, October 16, 2012 @ 9:30 AM

Present: Janet Weidner, Chair, Cathy Thompson, Dan Greenbaum, Andy Goldman, Jennifer Christy, Administrative Assistant
Public:  Thomas Bena (filming), Miles Jaffe, Constance Messmer, Jessica Roddy, Chuck Hodgkinson
Not Present: Joan Malkin
Chair Weidner called meeting to order at 9:35 a.m. and alerted all to the filming being done by Thomas Bena.
  • Chair Weidner asked Mr. Greenbaum to review his submitted document titled, “New Chilmark Residences 2000-2012: Some Relevant Data.”
  • Ms. Thompson summarized the subcommittee meeting on the 10th.
  • Discussion occurred regarding the Greenbaum document.
  • Chair Weidner stated her intention to meet with Pam Bunker, Asst. Assessor to ascertain exactly what is meant by “total living area”.
  • Chair Weidner requested Mr. Greenbaum find and chart the data for ALL houses in Chilmark, if possible. Mr. Greenbaum agreed to do this work and revise his data.
  • Discussion occurred regarding the pros and cons of considering the main residence or all structures on a lot in determining a number for the cap.
  • Extensive discussion occurred regarding the progess the committee has made and the bylaw drafts that have been outlined. Ms. Roddy and Chair Weidner reiterated the need to keep the final bylaw draft simple and relevant to the committee’s original purpose.
  • Discussion occurred regarding the definitions work done by Mr. Goldman. Mr. Hodgkinson suggested the need for wording in the bylaws that would require an applicant to obtain a special permit if the use of a barn is changed to non-agricultural. Mr. Hodgkinson also noted the need to guard against conflicting bylaws, such as the current guest house bylaw and a possible new bylaw that would limit accessory buildings.
  • Mr. Greenbaum inquired whether the committee was continuing to pursue the idea of further restriction of size of residences/total structures within DCPCs.
  • Mr. Hodgkinson noted the need to consider “family compounds” which are dealt with in the Chilmark Subdivision Rules and Regulations, Section 1.03. Chair Weidner read the section out loud.
