Meeting Minutes
Tuesday, October 2, 2012 @ 9:30 AM
Present: Janet Weidner, Chair, Dan Greenbaum, Andy Goldman, Joan Malkin, Jennifer Christy, Administrative Assistant
Public: Thomas Bena (filming), Miles Jaffe, Jessica Roddy, Mark London
Not Present: Catherine Thompson
- Chair Weidner called meeting to order at 10:30 a.m. and alerted all to the fact that meeting would be filmed.
- The Chair reiterated her plan to discuss the residential bylaw topic amongst subcommittee members first and then take comments from the public.
- Chair Weidner referred to Mr. Greenbaum’s list of topics to consider, submitted via email on Sept. 28, and stated the committee should review the list in order to then review Ms Malkin’s current drafts, submitted on the 26th
- An extensive discussion ensued regarding the measurement of living area and the definition of living space, in regards to accessory space, main residences, etc…
- More discussion occurred regarding the different approaches to measurement, ‘living area’ & ‘combined area’, and their advantages and disadvantages.
- Mr. Goldman proposed the committee formally accept Joan’s Visual Only Bylaw draft and her ‘living area’ definition.
- Chair Weidner agreed with others that ‘living area’ should be defined as main residence and detached bedrooms only. She further noted other accessory bldgs would need to be regulated separately in definitions or elsewhere.
- Mr. Greenbaum questioned the rationale of using ‘living area’ as opposed to ‘combined area’.
- Ms. Malkin suggested amending Mr. Goldman’s proposed detached bedroom definition bylaw draft to particularly note ‘even if the living area is a part of an accessory structure’.
- Mr. Goldman asserted ‘living space’ must be clearly defined in the proposed bylaws and what is not stated is not ‘living space’. Including specific structures and not including others will not lead to a more explicit understanding of the bylaw.
- Chair Weidner stated that she is meeting with Pam Bunker, Asst. Assessor this next week to determine how Ms. Bunker calculates ‘living area’ and will ask Ms. Bunker for assistance in gathering information to create a database of development in town of a period of time.
- Discussion occurred regarding the proper numbers to use as triggers. Further discussion occurred regarding the possible considerations of different triggers necessary for large lots and very small lots.
- Chair Weidner noted that counsel will be tentatively attending the October 22, 2012 meeting. The Chair also noted Griswold Draz will be attending the October 9 Planning Board meeting.
Minutes:
- Minutes from the subcommittee meetings on Sept. 19 and Sept. 26 were reviewed. September 19, 2012 minutes were accepted with amendment and September 26, 2012 was accepted as presented.

- Wednesday, October 10, 2012 @ 10:30AM
Meeting was adjourned at 12:00 PM.
