APPROVED Meeting Minutes
Monday, September 10, 2012 @ 4:30 PM

Meeting was called to order by Chairman Janet Weidner at 4:30 p.m.
Chair Weidner alerted all to the filming of the meeting.
Public Hearing: Form C Definitive Subdivision, The Lorna T. Flanders Revocable Trust
- Chair Weidner opened the Public Hearing and read the public hearing posting as advertised in a local paper.
- Glenn Provost of Vineyard Land Surveying & Engineering, Inc. gave an overview of the application for subdivision.
- Chair Weidner read letters from the Board of Health and the Conservation Commission.
- Mr. Provost answered various questions.
- Mr. Posin made a motion to approve the Form C Definitive Plan with the condition the lots may be conveyed to the family members prior to when the road is completed, approved and released by the Planning Board under the condition no permits may be issued until the road accessing the lots is built to town specifications as detailed in the Town’s Subdivision Rules & Regulations. Mr. Flender seconded the motion.
- Mr. Provost agreed to place a note on the plan detailing the approval was for a road to the proposed lots only.
- Mr. Flender made a motion to close the public hearing. Mr. Osnoss seconded the motion. All ayes. Chair Weidner closed the meeting. Chair Weidner called a vote on approval of the subdivision (as stated in the above motion). The definitive subdivision was unanimously approved.
Minutes:
- Minutes of August 27, 2012 were reviewed and approved with an amendment.
Residential Bylaw Discussion: Peter Temple, Aquinnh:
- Mr. Temple described the history of the implementation of Aquinnah’s plan review process and listed differences between Aquinnah’s process and Chilmark’s process. Mr. Temple noted the Moshup Trial Guidelines were particularly relevant in the development of the plan review process for the entire town. Mr. Temple further noted the Plan Review Committee is the only permit granting authority.
- A wide-ranging discussion occurred regarding definitions, how size of residence is calculated, the relevancy of swimming pools and tennis courts in determining development area, the usefulness of Aquinnah’s process in mitigation of impact, the Aquinnah town-wide DCPC aspect, and visibility. Mr. Temple emphasized the desire in Aquinnah to be proactive in limiting large, intrusive structures rather than reactive.
- Mr. Temple further discussed how the Plan Review Committee works with applicants, the notification process and the heavy workload of committee members (approx. 8 hrs/wk.). Mr. Temple expressed satisfaction with Aquinnah’s process and determined the Town of Aquinnah grants great responsibility to the committee.
Detached Bedrooms:
- Mr. Modigliani described his efforts, with the help of Building Inspector Lenny Jason and Asst. Assessor Pam Bunker, to ascertain the number of so-called detached bedrooms in town.
- There are approx. 200 detached bedrooms. The average size of these structures is 400 sq.ft. for those over garages and 300 sq.ft. for those that are free-standing structures.

With no more business to discuss, Chair Weidner adjourned the meeting at 6:35 pm.
