Doug Dowling: Langman Definitive Plan Subdivision: Form C
Doug Dowling was present to review the newly approved Langman Form C and the covenants. At the applicant’s request, Mr. Dowling had revised the approved septic plan so that it could accommodate a guest house on the property which has a very limited building envelope. After some discussion the Certificate of Approval for the Form C was reviewed and it states no guest house on lot 4 and requires a road upgrade to lot 3 and 4 if Lot 4 is sold outside the Langman family. The Board agreed that to review the new plan with the possible inclusion of a guest house in the design would require a new plan submission and a new public hearing. Mr. Dowling will speak with his client. During a review of the Covenants, there was an omission relating to the guest house restrictions on lots 3 and 4 and Mr. Dowling will address that
error and bring in a new set of Covenants. The Board requested the error corrected within the Covenants and reflected on the linen. Mr. Dowling will be present November 14, 2011 with Corrected, signed Covenants and linen for the board to sign.

Chris Alley for Bill Bennett: Informal Discussion
Chris Alley and Mr. Bennett were present for an informal discussion regarding the possibilities of breaking off the agricultural buildings from Mr. Bennett’s property off Old King’s Highway so that he may refinance his home. Currently, federal financing does not allow agricultural buildings to be included in a refinanced of a home mortgage.
There were several ideas discussed that included the possibility of placing the barns and ring in and agricultural restricted lot. This proposed subdivision would not increase housing density. One question was whether or not King’s Highway was a suitable road for a subdivision.
There was no voted action by the board regarding this issue.
Feiner Homesite Lot:
Mr. Feiner was present to discuss his proposed Homesite Lot subdivision, Map 11, lot 47-3 with the Planning Board. Mr. Feiner had hopes of obtaining a recommendation from the Planning Board in support of his proposal for the ZBA Public hearing. Mr. Feiner has applied to the ZBA for a zoning variance that would allow a Homesite lot on less than 1.0 acre as is required in the Town’s zoning bylaws. There was discussion regarding what exactly defines a variance and under what circumstances a variance would be necessary. Mr. Feiner discussed both the Deed Rider that places restrictions on the Homesite lot in perpetuity and his offer to the town allowing access along Ridge Road as a benefit to the town for the future development of Nab’s Corner, which is an abutting property. After an extended discussion, the board
agreed not to make a recommendation to the ZBA on behalf of the proposed Homesite. The motion was made to take no action. That motion was seconded and approved 5 in favor, one opposed.
With no more business to discuss, Ms. Weidner adjourned the meeting at 6:40 pm.
