Meeting Minutes
Monday, February 13, 2012 @ 4:30 PM

Site Visit to Proposed Feiner Subdivision:
The Planning Board members arranged a site-visit at the proposed site of the Feiner Affordable homesite lot, off of South Road at Old Ridge Road. The members present walked the property and observed the blazed boundaries. The proposed market rate lot has Deed Restrictions setup in advance with the abutters so as to allow all parties a larger buffer zone and greater privacy.
Feiner Form A discussion:
Janet Weidner, Planning Board, Chair opened the discussion at 4:15pm. Mr. Feiner read into the minutes a letter that he had written regarding his participation in affordable housing and his urging all parties to pursue more affordable housing lots in Chilmark. Mr. Feiner showed his proposed Form A subdivision plan which showed:
-variance from the 1.0 acre zoning Homesite lots
-Deed restriction
-Greater setback restriction set at 75’
-Affordable Housing Deed Rider
Mr. Feiner discussed several properties in the affordable or youth lot pool that had exceptions to the standard zoning, such as 25’ setbacks and abutting curb cuts. After much discussion, the Planning Board agreed that this plan met the criteria of a Form A and encouraged Mr. Feiner to include on the Plan the conditions of the ZBA and show: 15’ no cut zone; no guest house; Deed Restriction; Building envelope for lot 1 setbacks; written permission/ acknowledgment of Dennis Page.
June Tabor; Reid Silva Form B Preliminary Plan:
Reid Silva was present to discuss a Form B plan for June Tabor; Map 20, lot 95. This plan showed the possible division of a lot into two. The road shown has been approved for previous subdivision and frontage was shown. The board had little comment on the proposal. No action was taken.
Squibnocket Lot Release: Map 35, Lot 4
The Planning Board has seen two lot releases for the Squibnocket Farm Subdivision recently. This original plan dates back to 1991. The road must be deemed adequate and a well must produce potable water of sufficient quality. If these requirements have been completed, then the release may be approved.
The motion was made to approve the release as presented. That motion was seconded and approved all ayes. The Board members signed the provided approval form.
Threshold Discussion regarding Residential Zoning:
Planning Board member, Dan Greenbaum has been working on a document that poses many questions regarding thresholds and how the Board might determine a threshold for residential zoning size limits. See attached.
Jan Buhrman; Review Process:
Discussion concerned the possibility of all the applicants and the board members in the room at the same time to review and track the progress of plans that trigger the threshold size. Ms. Buhrman discussed the Board of Health’s concerns regarding the ability to track and communicate with multiple boards concerning conditions and rules and regulations of various boards. In some instances, the rules and regulations of one board may not be transferred to the next approving Board as conditions.
The idea of constituting a ‘Super Committee’ was raised again; something very similar to the existing Site Review Committee or DAS committee. There was also discussion concerning beefing-up current DCPC regulations. It was noted that the Building Inspector is the enforcement agent for the town and serves in a capacity similar to a clerk of the works representing the town’s interests on large projects.
Dan will draft up a one page summary to review at a future date.
