Chairman Rich Osnoss opened the meeting at 4:30 pm.
The minutes for January 8, 2007 were amended, and then approved as amended.
1. David Ford/ Rivera Property (Map 17/Lot 21.3)
Paul Thoutsis, representative for David Ford, appeared before the Planning Board. Mr
Ford is interested in purchasing the 3.1-acre parcel of land known as lot 1 on
Map17 lot 21.3 from George Rivera. Mr. Ford would also like to explore the possibility of
purchasing an additional 3 acres abutting lot 1, potentially for a second dwelling. The
Planning Board told Mr. Thoutsis that Mr. Ford could increase the size of the lot to 6.1
acres, but a second dwelling on the 6.1 acres might not be allowed, because it does not
have proper road frontage. Mr. Ford could apply for a guesthouse after owning the
property for five years.
The Planning Board stated that they could not advise Mr. Thoutsis in regard to Mr. Ford’s
purchase of the property.
2. Planning Board Rules and Regulations
Rusty Walton suggested the possibility of rewriting section 1.03 to parallel S81.Q of the
Subdivision Control law. There was much discussion about how to rewrite this section.
The Board agreed to continue the discussion at later meetings.
3. Other Business
Middle addressStreetLine Road
The Planning Board felt that the Middle Line Road Sub Committee had not included the
them in the process of the development of the project. They are awaiting
the Form C subdivision plan that may be ready by January 31, 2006.
There is a tentative meeting planned for February 5, 2007 for all Committees and Boards involved to discuss the addressStreetMiddle Line Road project to discuss the project and where it stands and how to proceed. The Planning Board would like to invite the Chilmark representatives to the MVC, Chris Murphy and Doug Seiderholm to the meeting.
The Planning Board agreed to have a special meeting soon after January 31, 2007. The Board is willing to meet with the Housing Committee on February 5, 2007. The Planning Board would like to include the Board of Health and Conservation Commission as well as Chris Murphy and Doug Seiderholm in the February 5 meeting. School vacation is the week of February 26, 2007 and the Planning Board will not be available during that week.
If the Planning Board receives the Form C by January 31, 2007, it will advertise for two weeks and have a Public Hearing on February 20, 2007.
Tim Lasker gave a presentation about "Wastewater Alternatives" systems. He described a system, which is an aerobic alternative septic system designed specifically for small to mid-sized systems that reduces nitrate levels to 40 % - 50%. This system has been approved as an up-grade to an existing system but not as a newly installed system.
Tim says this kind of system might be an ideal solution, if approved for new installation, for the Middle Line Road Community Housing Program. There would be three separate units at Middle Line, one for each cluster.
