Minutes of August 28, 2006

1.Mr. Meegan opened the meeting at 4:30 with discussion in regard to the possible installation of a fire pond as alternative to a storage tank that was originally proposed for the Bussink land. Chilmark Fire Chief, David Norton, stated that a pond with a capacity of 15,000 gallons or more was needed for fire suppression of the area. Mr. El- Deiry agreed with the pond concept. Mr. Posin asked if the pond could be shared with the neighbors if necessary.
After discussion, the Board voted unanimously to close the public hearing.
Mr. Meegan read the Certificate of Approval and it was voted to approve unanimously, with the additional condition that a pond could be installed for the purpose of fire suppression of the area.
2.Menemsha Inn Road access – Neighbors of the Menemsha Inn Road expressed concern of the seeming closure of Road D (Night Heron Lane). This is the access “path” between the Menemsha Inn Road and the Beach Plum Inn Road. Gates have been installed across the access “path” for the purpose of creating a paddock for a horse. The neighbors are concerned about safety issues in regards to emergency vehicle access and access to their home if the weather is bad and the Menemsha Inn Road is impassable. After lengthy discussion, Mr. Meegan thought that it would be best to approach town counsel on how to proceed. There was a motion to seek the advice of town counsel.
3.Wise Family Subdivision – Glenn Provost presented the linen and the Planning Board members signed the Mylar and two copies for the office.
4.David Epstein Guest House - Mr. Epstein presented plans for a guesthouse on his Spring Point property. Mr. Epstein plans to use the guesthouse seasonally for family purposes only. The Spring Point Homeowners Association/Architectural Committee has approved the guesthouse. The board approved the plans unanimously.
Lisa Specht will write a letter to the Zoning Board of Appeals stating that the board met with Mr. Epstein to discuss the intended use of the guesthouse, which is to accommodate a growing family, and the Board voted to approve the plan for the guesthouse.
Other Business –
The minutes for July 10 and July 24, 2006 were approved as amended.
Reimbursement to Rusty Walton for USGS Quadrangle map was approved.
Letter from Seth Mosler in regard to Hewing Field access was read and discussed. No action was taken.
Future project – There was brief discussion of reorganizing and rewriting certain sections of the zoning bylaws and the Rules and Regulations. It was suggested that Lenny Jason, Building Inspector be invited to join the discussion.
