Planning Board Minutes
March 13, 2006

Present: William Meegan, Chair, Mitchell Posin, Richard Osnoss, Russell Walton, Janet Weidner, and Deborah Cini, Administrative Assistant.

Public: Chuck Hodgkinson, Coordinator of Administrative Assistants, Ellie Keohane and Marie Larson.

Call to Order:
Mr. Meegan called the meeting to order at 4:30p.m.

Minutes:
The minutes of February 27, 2006 were approved as written.
~
Hewing Field Road Association Letter:
Mr. Meegan read the letter from the Hewing Field Road Association. The letter stated Hewing Field Road Association would not allow Mr. Norton (Map 12 Lot 42) road access via Hewing Field. Mr. Norton does have access via Middle Road by right. Ms. Keohane is a member of the road association and abutter to Mr. Norton's parcel and would be directly affected by the increase in road traffic. In order to keep the property a wooded lot Ms. Keohane contacted Mr. Norton regarding the possibility of selling the lot to Sheriff's Meadow.. She stated Mr. Norton expressed no interest in the Sheriff's Meadow option. Mr. Meegan advised her that it is a preexisting buildable lot and she was advised to speak with Leonard Jason, the Building Inspector.

Shea Appeal Meeting:
The Shea Appeal is to be held on March 21, 2006 @ 7:30p.m. in Town Hall. Ms. Weidner, Mr. Meegan, Mr. Osnoss and Mr. Flender are confirmed. Mr. Hodgkinson advised the Board that Mr. Shea has also appealed to the Department of Environment Protection, as is his right. {Mr. Walton will be present but will recuse himself, as he is conservation officer for the Town, involved with the Conservation Commission.}

Inn at Blueberry Hill:
Lifestyle Development Corporation is applying to the ZBA for a change of use. Their intention is to convert the currently public inn to a private inn. Also there is a possible change of use with the restaurant, but the applicant has not decided. The inn currently has a capacity of 50 guests per night limit. The Planning Board expressed the following concerns:

1) 1)~~~~~ Explain how this is not a private club, not conducted for profit.

2) 2)~~~~~ If this is determined to be classified as an inn and the use is changed it should be brought into conformity with the Chilmark Zoning Bylaw, and be limited to accommodations for not more than 30 overnight guests.

3) 3)~~~~~ What is the applicant's estimated workforce and what are their plans for accommodations for the workforce?

4) 4)~~~~~ If the restaurant is a public restaurant we feel it is an expanded use to serve three meals a day. The current public restaurant only serves one meal, dinner.

The Planning Board drafted a letter for the ZBA hearing to be held on March 14, 2006.

Mr. Bussink's Letter Regarding a previously approved subdivision:
Mr. Bussink wrote a letter to the Planning Board requesting its review of a previously approved subdivision. This subdivision was for Map 7 Parcel 21; the Planning Board and the Martha's Vineyard Commission approved the Plan in 2002. The Plan was never filed. Mr. Bussink is requesting the possibility of approving the same subdivision except changing the Youth Lot to a Homesite Housing Lot. The Board decided it could not informally or formally endorse the Plan since the composition of the Planning Board has changed from when the Plan was previously approved in 2002. The Board requested Ms. Cini write a letter stating it as such and extending an invitation to Mr. Bussink to come before the board to discuss the Plan.
