Planning Board Minutes
November 14, 2005

Town Hall
Present: William Meegan, Chair, Russell Walton, John Flender, Richard Osnoss, Edward Kenyon, Janet Weidner, and Deborah Cini, Administrative Assistant.
Public: Jim Feiner and Jay Lageman.
Call to Order:
Mr. Meegan opened the meeting at 4:30p.m.
Jay Lageman-Questions about a Beach Association:
Mr. Lageman came before the board with a question about a potential Beach Association. Mr. Lageman stated he lives on Wequobsque Road where there is a parcel of land that a person wishes to turn into a beach association. This parcel is located in the Coastal District. Dividing interest on the property and not subdividing the property would potentially structure this beach association. The person seeking a parking lot would have to apply for it to the Conservation Commission, this would in turn trigger review by the MVC as it would be a DRI.
Mr. Feiner for the Proposed Zoning Bylaw, Trails and Byways Committee:
Mr. Feiner came before the board to discuss a new zoning bylaw. The reference bylaw is from West Tisbury entitled "Multi-Family Housing by Special Permit" This bylaw would allow a "Special Permit to be granted allowing any combination of residences or apartments where the density exceeds the standards…provided that at least 75% of the units shall be restricted as affordable housing as defined in this bylaw, and that the number of units in any building may not exceed four." The idea being a market rate sale would subsidize the affordable housing.
Mr. Feiner is seeking to utilize this bylaw in West Tisbury and is currently in the discussion and planning phase. The Planning Board agreed this warrants more discussion and is interested in the outcome of Mr. Feiner's project.
Mr. Feiner updated the Board on the Trails and Byways Committee. The Committee is not currently working on any particular project. However a consistent letter writing campaign to obtain easements on new subdivisions is always underway. Mr. Feiner is also requesting a potential budget for the Committee to offset the cost of mailings and letter writing. The Board sought to take that under advisement.
Town Counsel Update:
Mr. Rappaport informed the Board he would have a written decision ready by November 28, 2005.
Joint Meeting:
The Board will be attending a joint meeting of the Planning Board, Conservation Commission and the Board of Selectmen on November 16, 2005. The discussions are going to be about Peaked Hill and other town owned property. John, Rich, Tip, Rusty, and Janet confirmed they would attend.
