January 10, 2005

In Attendance: William Meegan-chairperson, Mitch Posin, Russell Walton, Richard Osnoss, Deborah Cini.

Absent: John Flender, Edward Kenyon, Annabell Dietz.

Present from the Public: Wendy Weldon, Lenny Jason, Dennis Jason, Glenn Provost, Bill Wilcox, Bill Veno, Jim Feiner.

William Meegan opened the meeting at 4:33p.m. The minutes from December 13, 2004 were tabled until next meeting on January 24, 2005. The bill from Thomas Bracken’s office for correspondence and legal services was discussed and approved by all in the amount of $120.00.  A Cartographic Associates, INC. bill in the amount of $500.00 for the GIS program was discussed. This amount needed to be added to the FY2006 budget. It was voted and all approved to allocate the money in “other purchased services” for a total amount on the budget of $550.00.  

Glenn Provost as the agent for Leonard Jason Jr., Dennis Jason, E. Forbes Smiley III, and Lisa A. Benson-Smiley, presented a Form A application for Map 20 Parcel 98 & 41. The Form A proposed to add 3/4th of an acre to the Jason Property and then divide the Jason property into 3.19 acres each. There was discussion regarding frontage and the board determined that there was adequate frontage to allow the subdivision.  Russell Walton inquired if there was a purchase and sales agreement. Dennis Jason stated that there is a signed purchase and sales agreement pending the outcome of the Planning Board.  Mitch Posin made a motion to accept the Form A. William Meegan seconded the motion and all approved.


Wendy Weldon and Bill Wilcox came before the board as representatives for the Squibnocket Pond District Advisory Committee. Wendy updated the board on the progress of the water study that was completed. Of the 144 questionnaires SPDAC mailed out, 70 were returned. The committee is now focusing on the well replacements and are trying to determine if there is a drop in the water table, a shift in the water quality, and what has caused some of the wells to run dry. Wendy mentioned that there is a lack of appropriate software and the program Excel is not very helpful. Hillary Crook at the Wampanoag Tribe lab has offered her software in an attempt to decipher the information. Wendy also mentioned she is going to set up meetings with Sylvia Yeoman, the Board of Health administrative assistant and Inspector to the Board of Health, to determine the depths of the old and new replacement wells seeing that most repondants did not know the information. There was also discussion regarding lawn watering seeing as some are watering ½ an acre or more.  Bill Wilcox mentioned that when watering a once acre lawn there is a consumption of 40,000 gallons of water.  

Bill Wilcox made a mention of getting Squibnocket Pond into the Mass. Estuary Program. This program studies the pond, determines how to decrease the amount of nitrogen in the pond and the water quality. However the cost is relative to the size of the pond, and the complexity of the inputs (structures, tidal channels, etc.)  

Bill Veno and Jim Feiner-chairperson came before the board as representative of the Trails and Byways Committee. It was inquired as to who is on this committee. Jim Feiner liste himself, Pam Goff, Caitlin Jones, Jan Buhrman, Todd Kristy, Bill Veno, Russell Walton, and Brian Giles.

Jim Feiner mentioned recreating a master map that has all the trails in Chilmark. Bill Veno stated that he would aid in recreating the map. Rich Osnoss mentioned a possible copy of the map at his house. Jim Feiner passed out that the agenda for the Trails and Byways committee. (This document is an attachment to the minutes). William Meegan asked if the committee needs anything from the Planning Board. The answer was no.

The Board addressed the Zoning Board of Appeals applications for the January 11, 2005 hearing.

The Planning Board had no comment on the above matters.

The Board also addressed the Zoning Board of Appeals decision from the December 14, 2004 meeting.

The Planning Board had no comment on the above matters.

The discussion regarding the Bijah’s Field subdivision was brought to the Board. The builder/owner (unknown which) inquired to the Town Clerk to change the actual address from Lady Slipper Lane to Hickory Lane. As the plan is draw parts of Hickory Lane were included in the subdivision in question.  After much discussion it was determined that the Planning Board would like the person(s) to come before the board to apply for an amendment to the subdivision. Deborah Cini agreed to have the letter written. Russell Walton agreed to do some research on the subdivision.

The South Mountain Company preliminary report came before the Board as requested by Molly Flender- chairperson of the Housing Committee. The Board looked over the documents and William Meegan addressed the Board. William asked that the documents stay with the Planning Board members, as they are proprietary documents. The questions that came up were in regards to cluster zoning; the proposed shared wells and shared septic plans. The board was advised that there is going to be a Housing Committee meeting on January 12, 2005 at 7:30p.m. and SOMOCO would be there to answer any questions. The Board does not have any comments at this time.

The meeting adjourned at 7:00p.m.
