Present for the Park & Recreation Committee and attending the meeting were: Andy Goldman, Chairman, Warren Doty, Tim Carroll, Jane Slater, Julie Flanders and Chuck Hodgkinson. Also attending was Annette Cingle. Jim Malkin did not attend.
The meeting came to order at 8:12 AM.
Lot 1 A: John Armstrong fishing shack interviews: The Committee discussed each of the four applicants and agreed any of the four would make great tenants. After much discussion about the proposed uses for the lot and building and how the physical location of Lot 1 A fits with the logistics of each use a motion was made to award the lot and building to two of the applicants – Scott McDowell and Wes Brighton. The motion was seconded. In discussion the committee wanted to make sure the applications from all four candidates are kept on file. The Committee further agreed it does not support the installation of outside coolers because of the noise impact on the neighbors. The occupancy date will be October 1, 2017 and the lease will expire on December 31, 2018. The motion came to a vote and passed unanimously with five in favor. Chuck H. will prepare the necessary documents for Mr. Goldman to review with both recipients—including not supporting outside coolers.
2017 lot leases: Chuck H. said all 2017 leases are executed and paid in full.
September 6th @ 5:00 PM CPC public hearing and meeting: Chuck H. explained the Squibnocket project will need an additional $100,000 of CPA Park & Recreation funds for the town’s portion of the construction. The reasons were described as:
- The cost estimate for the town’s portion of the project is now two years old and needed to be updated. We currently have $343,000 remaining from the original budget of $350,000 ($200,000 free cash; $150,000 CPA).
- The Menemsha channel dredge sand is supposed to be ready this October. We will not need it for six months and therefore must transport the sand to Peaked Hill in October for storage -- after it is de-watered on Lobsterville Beach for a few days. If left on the beach until April 2018 there is a risk of losing much of the sand to wind erosion. This happened over the winter after the first partial dredging two years ago.
- The Town’s construction contractor will then need to move the sand from Peaked Hill to Squibnocket Beach in April 2018. The cost to handle the sand twice is about $65,000-$70,000. The remaining $30,000 in the request is for contingency funding if needed. (If we had to buy the sand it would cost approximately $200,000).
A motion was made to support the request for the Community Preservation Committee’s consideration. The motion was seconded and unanimously approved with five in favor.
Administration:
The August 17, 2017 meeting minutes were reviewed and approved as amended by consensus.
The Committee discussed and asked Chuck H. to research the production of several Park & Recreation patches. Chuck H. said they could cost about $200 and will review a cost estimate with Mr. Goldman.
With no further business to discuss, the meeting adjourned at 9:15 AM.
