Parks & Recreation Minutes 04/13/17

Present for the Park & Recreation Committee and attending the meeting were:           Andy Goldman, Chairman, Jane Slater, Julie Flanders, Warren Doty, and Chuck Hodgkinson.  Peter Cook, Scott McDowell, Everett Poole, Betsy Larsen and Alec Gale also attended.  Tim Carroll did not attend.     

The meeting came to order at 8:04 AM.  

Update from the Planning Board subcommittee on Menemsha.  The Committee welcomed Peter Cook and thanked him for attending the meeting at 0-dark hundred.      Mr. Cook explained the majority of the subcommittee’s focus is on Menemsha’s summer parking and traffic congestion issues.  He added there is a report that was submitted to the Selectmen outlining the problems and questions that should be addressed, an assessment of what’s possible and a list of priorities.  The Subcommittee may also field a survey to get comments from a broader audience.  Mr. Goldman thanked Mr. Cook for the update.

Selectmen Update: Bulkhead Rules and Regulations and Bulkhead Lease.              Mr. Goldman said at their April 4th meeting the Board of Selectmen formally approved the new Bulkhead Rules and Regulations and the new Bulkhead Lease.

Selectmen Update: Fishing Shack on lot 3 A.  Cost to upgrade wiring:  $2,095.       Mr. Doty said this discussion was deferred to the April 18 meeting.

Selectmen Update: Harbormaster parking.  Mr. Doty explained the Selectmen thought this has been amicably resolved between the two bulkhead tenants.

Alec Gale:  Discuss noise mitigation plan for the Menemsha Fish House.  The Committee thanked Mr. Gale for attending and asked for an update on his noise mitigation plan.  Mr. Gale said he disconnected the freezer truck and plans to store it at the Town lot behind the landfill.  He added he will need 100 amp service for the freezer.  He also plans to park his trucks on this lot.  The Committee thanked him again and agreed a plan for upgrading the electric service should be a priority.

Lot 1 A availability:  John Armstrong.  Mr. Goldman explained he spoke with John Armstrong and informed the Committee he will not release his lot until he finds a solution for his fishing shack.  The lease is paid for this year and the regulations specify a tenant has 30 days to clear a bulkhead lot of property after the lot is released.                 Mr. Goldman also said Mr. Armstrong would like to donate his shack to the Town—rather than move it.  The Committee thought this was a generous offer and Mr. Doty said he will consult with Town Counsel on the process for accepting a donation such as this.

New business.  The Committee discussed creating a procedure for seeking applications and awarding available bulkhead lots.  Letters of interest have been submitted from Scott McDowell, Wes Brighton, Lev Wlodyka and Tim Broderick.  It also considered submitting a Park & Recreation request for CPA funds to renovate and bring the power up to code in town-owned fishing shacks.  This fund, if approved by voters would be administered by the Park & Recreation Committee—as the CPA stone wall restoration fund is managed by the Historical Commission.

Administration:  
The March 9, 2017 meeting minutes were reviewed and approved as presented by consensus.

The next meeting will be May 11, 2017 @ 8:00 am.

With no further business to discuss, the meeting adjourned at 9:15 AM.
